Background

Under the guidance and direct supervision of the Pooled Fund Manager and also the Head of Office, the National Programme Officer (NPO)  support the activities as per the responsibilities highlighted below and also other related activities of the Emergency Response Fund (ERF) unit.

 

*The nature of work at ICS 8 (NOA) level requires travel outside the duty station.

Duties and Responsibilities

Under the overall supervision of the OCHA Turkey Head of Office and under the day-to-day guidance of the Pooled Fund Manager, the incumbent is expected to perform the following tasks:

 

  • Support the work of the ERF Unit throughout the project cycle, assisting in the coordination with relevant counterparts in line with the Fund Terms of Reference (ToR) and allocation guidelines (i.e. Review and/or Advisory Boards, cluster or sector leads; humanitarian organizations; and relevant OCHA HQ and field offices).
  • Effective screening of project proposals and give guidance to implementing partners to ensure that their submissions are in line with priorities and in compliance with standards before they are presented for review to the ERF Review Board.
  • Ensure partners informed and give them general guidance and support throughout the project cycle on issues of compliance with technical guidelines, administrative and financial rules and regulations, reporting times and/or any programming changes or extensions that may be required for the successful implementation of projects.  
  • Ensure and maintain systematic track of the Fund’s overall operational performance, particularly focusing on the duration and timeliness of each step/stage of the project cycle, and keep the Fund Manager and Head of Office appraised of key trends and/or individual cases to facilitate evidence-based decision making and actions.
  • Support the development of the ERF Unit by keeping systematic and readily available electronic and physical files for all projects funded by the ERF, as well as other key documentation and correspondence related with the operation of the Fund. Support (and accompany if required) the Fund Manager and/or the Monitoring and Reporting Officer in the logistic and substantive preparation of field missions, conferences, meetings and ERF-related events.
  • Work closely with the Information Section and the IMU unit in the production of info graphs, reports, briefing packs and any other publications.
  • Perform other duties as required by the Fund Manager and the Head of Office.

The key results have an impact on the success of OCHA Office in Turkey within specific areas of cooperation. In particular, the key results have an impact on managing the pooled fund, developing innovative suggestions, approaches to problem solving and meeting organizational objectives, providing sound analytical inputs and supporting to the Emergency Response Fund.

Required Skills and Experience

 

Education:

Master’s Degree or equivalent in political and economic sciences, sociology, law, international relations, or related field. Bachelors degree together with 2 years relevant experience will be in lieu of Master’s degree.

 

Experience:

Three years relevant experience. Experience in project management and budget management. UN or NGO experience required (5 years if no Masters qualification) at the national or international level in humanitarian affairs, emergency relief management or development work. Experience in the use of computers and office software packages and handling of web based management systems. Knowledge of the Syria crisis and humanitarian assistance to Syria is an asset.

Language Requirements:

Fluency in English and Turkish are required. Knowledge of Arabic is strongly desired.
