Background

Under the guidance and direct supervision of the Head of Office, the National Humanitarian Affairs Officer (NHAO) analyzes political, social and economic trends and participates in the formulation, management and evaluation of programme activities within a portfolio.

 

The NHAO can supervise and lead programme support staff. The NHAO works in close collaboration with the OCHA Turkey management and coordination teams, NGOs, programme staff in other UN Agencies and OCHA HQ staff. The incumbent will work as part of the Coordination Unit and have a key role in supporting cross-border operations of NGOs and UN agencies, logistics coordination and liaising with Turkish authorities at national and local levels.

Duties and Responsibilities

Under the overall supervision of the OCHA Turkey Head of Office and under the day-to-day guidance of the OCHA Turkey Deputy Head of Office, the incumbent is expected to perform the following tasks:

 

  • Support the development and implementation of the humanitarian coordination structure, strategy and policy;
  • Ensures creation of strategic partnerships with humanitarian partners, in particular NGOs and UN agencies to plan and implement assistance programmes;
  • Provide effective support to humanitarian partners in operational logistics, in particular with the establishment of contacts to local and national authorities;
  • Under the supervision of the DHoO, coordinate the delivery of international humanitarian assistance, participate in needs assessments and specify unmet requirements.
  • Provide top quality coordination in humanitarian response/preparedness and provide effective  technical support to sectors/clusters;
  • Ensure the establishment and maintenance of contacts with NGOs, UN agencies and relevant government counterparts;
  • Organize, participate and/or assist in organizing working groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters.

Required Skills and Experience

 

Education:

Master’s Degree or equivalent in political or social sciences or related field. Bachelors degree together with 2 years relevant experience will be in lieu of Master’s degree.

 

Experience:

3 years of relevant experience (5 years if no Masters qualification) at the national or international level in humanitarian affairs, emergency relief management or development work. Experience in the use of computers and office software packages and handling of web based management systems. Knowledge of the Syria crisis and humanitarian assistance to Syria is an asset.

Language Requirements:

Fluency in English and Turkish are required. Knowledge of Arabic is strongly desired.
