Background

The Pacific Risk Resilience Programme (PRRP) will focus on strengthening governance mechanisms for Climate Change and Disaster Risk Management (CCDRM) at the national, sub-national and local levels.  The goal of the programme is: to strengthen the resilience of Pacific island communities to climate change and disaster related risk.  To do this, the programme’s objective is to support a strong enabling environment for risk governance, to empower communities to identify risks and needs, and formulate and implement sustainable responses.  PRRP is a US$16.2 million programme funded by the Government of Australia through a partnership between UNDP Pacific Centre and Live and Learn Environmental Education (LLEE). It has been launched in Fiji, Solomon Islands, Tonga and Vanuatu, based on their risk profiles and potential to demonstrate successful models for regional replication.

Under the guidance and direct supervision of the Programme Coordinator - Pacific Risk Resilience Programme based in UNDP Suva, Fiji, the PRRP Communications Associate designs, manages and facilitates the implementation of the PRRP internal and external communications with a view to foster risk resilience community of practice and to promote south-south knowledge exchange; public private partnerships, inter-agency, and UN-wide public and media outreach and partnerships.  The PRRP Communications Associate will be part of the PRRP Suva hub but will work in close collaboration with the Suva-based  Communications Teams, for UNDP, Department of Foreign Affairs and Trade and Live and Learn Environmental Education in consultation with the PRRP National officers in Fiji, Solomon Islands, Tonga and Vanuatu.

The incumbent will also work in close consultation with UNDP and government officials, international, regional and local media, subject matter experts, multi-lateral and bi-lateral donors and civil society in ensuring successful implementation of PRRP’s communication and knowledge management strategies.

Duties and Responsibilities

Supports the formulation and implementation of PRRP communication and advocacy strategies, on achievement of the following results:

  • Provision of inputs and information for elaboration to the PRRP Communications strategy;
  • Promotion and maintenance of public information campaigns on PRRP activities in the Pacific;
  • Support to increased awareness of PRRP’s mandate and goals through dissemination of information, organization of public events;
  • In coordination with the supervisor, development and preparation of materials for marketing and awareness raising including briefing materials and press releases;
  • Organization of publicity, advocacy, knowledge-sharing events and promotional opportunities;
  • Provision of logistics support to the events;
  • Review of reference materials, identification of reference materials for retention;
  • Maintenance of information database and photo library;
  • Research and retrieval of data from internal and external sources;
  • Organization and implementation of joint UN information campaigns in collaboration with the iComms Team.

Support to UNDP Communications for Development initiatives and inter-agency communications and outreach relevant to Climate Change Adaptation and Disaster Risk Management focusing on achievement of the following results:

  • Forging of a “one UN” image through publicizing the significance of local UN reform efforts, joint programmes, and common services. Organization and implementation of joint UN information campaigns (Pacific Platform on Disaster Risk management, Climate Change Roundtable, Pacific Humanitarian Meeting, etc.);
  • Promotion and dissemination of advocacy materials for launching PRRP flagship initiatives and publications such as global, regional and country-level Risk Governance Assessment Report, PRRP Focus Notes and, on demand basis, flagship publications of UNDP and/or UN related to Climate Change Adaptation and Disaster Risk Management;
  • Guidance and support to the public outreach and communications effort of PRRP national officers (UNDP and LLEE).

Ensures maintenance of websites, databases and knowledge management systems sharing specific to Risk (Climate Change Adaptation and Disaster Risk Management) Governance and Resilient Development focusing on achievement of the following results:

  • Updated and high quality knowledge management systems in line with corporate branding requirements;
  • Preparation of content for the knowledge management system ensuring consistency of the materials;
  • Maintenance of other UNDP websites and databases as assigned.

Ensures facilitation of knowledge building and management focusing on achievement of the following results:

  • Support to the PRRP Team in identification, documenting and drafting of best practices and lessons learned;
  • Organization of training for the PRRP Team on effective communications and advocacy.

Required Skills and Experience

Education:

  • Successful completion of Secondary Education;
  • University Degree in Journalism, Political Sciences or related field would be desirable, but it is not a requirement.

Experience:

  • 7 years of relevant experience at the national level in providing communication packages to promote activities of international development organization;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc);
  • Experience in handling web-based management systems;
  • Experience in communication/ public information / Media / Advocacy work is required at the national or international level;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc), good knowledge and  experience in maintaining web based management systems.

Language:

  • Fluent in spoken and written English.
