Background

UN Women works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women PNG’s flagship program in Papua New Guinea is the Port Moresby Safe City Programme. Under this programme, UN Women has been supporting the National Capital District Commission (NCDC) to make public market places are safe for women and girls, since 2011.   To complement this, UN Women PNG is developing a safe buses for women and children programme.  A scoping study was recently conducted to examine the scale of the problem.  Findings include at least 77% of women having faced some form of violence on buses and/or waiting for buses. Women and girls in Port Moresby need a safe and reliable public bus system, so that they can participate fully and without fear in economic, social and other activities.  The majority of Port Moresby’s buses are overcrowded, unsafe, unreliable and unpredictable.  Women and girls (and boys) are often fearful to use these buses, but have little or no choice.

It is envisaged that the bus service will be operated by a professional transport operator in a public-private partnership with the National Capital District Commission, following good international practice, although non-private sector partnerships will also be explored if available.  It is also envisaged that the service will collect fares from passengers, but that principles of accessibility and affordability will be key to ensure that the service is used by more vulnerable women and children.

The Port Moresby Safe City programme derives from a multi-country, global UN Women initiative entitled Safe Cities Free of Violence against Women and Girls Programme that aims to develop, test and disseminate safe city models in Cairo, Kigali, Port Moresby, Quito and New Delhi for:

Preventing and reducing violence, particularly sexual violence against women and girls (SVAWG) in urban public spaces, enabling women and girls to move more freely and safely, and increasing the exercise of their right to enjoy such spaces. Local safe city models should be capable of adaptation and upscale, thereby having the potential to make more cities safe around the world. All of these cities face the global challenges of rapid urbanisation, and high levels of sexual harassment and SVAWG.

Under the guidance and direct supervision of the UN Women PNG Deputy Representative, the Project Design Specialist will work in close collaboration with programme staff in the Country Office, other UN agencies, and project partners to deliver a high quality costed programme design document that is fully consulted and validated.

Duties and Responsibilities

Key functions, expected results and deliverables

The consultant will support the UN Women PNG Programme Team in the following areas:

  • Undertaking wide stakeholder consultations;
  • NGO capacity assessment;
  • Market research;
  • Development of a draft project design document  including budget, sustainability plan and risk management strategy;
  • Conducting a validation exercise for the draft project design document;
  • Incorporation of comments from the UN Women Safe Cities Global Initiative and other UN Women programme staff to the draft;
  • Finalisation of project design document ready for formal review.

Stakeholder mapping, consultations and analysis, at a minimum including consultations with:

  • National Capital District Commission;
  • Department of Transport;
  • Motor Vehicles Insurance Limited;
  • Vendors Associations at Gerehu and Gordons Markets.

NGO capacity assessment of Ginigoada Bisnis Development Foundation using the standard UN Women template checklist for NGO capacity assessment, and explore possibilities for partnership including by defining roles and responsibilities.

Draft project design document  including costed budget based on Safe Cities Global Initiative global market research, sustainability plan and risk management strategy, using standard UN Women template for project design documents.

Project design document validation workshop/s with key stakeholders and report recording endorsements and recommended amendments.

Finalised draft project design document, incorporating of amendments resulting from feedback from UN Women Safe Cities Global Initiative and other programme staff.

Pricing and payment schedule:

The contract payments shall consist of:

  • Lump sum fees, and;
  • Travel costs

The consultant’s lump sum fees quoted must incorporate:

  • Any necessary travel costs other than travel from home base to Port Moresby;
  • All management or other fees (which cover all communications, administration and other costs).

Travel to Port Moresby is required for deliverables.   The consultant’s travel costs should include the full cost of travel from their home base to Port Moresby return, such as airfares, airport taxes, visa and daily subsistence allowance while in Port Moresby – these will be fully reimbursed based on receipted actuals.  The daily subsistence allowance should cover accommodation, meals, local transport and incidentals.

Reporting requirements:

The consultant reports to the UN Women PNG Deputy Representative.

Support to Consultant:

When the consultant is in Port Moresby, workspace will be provided for the consultant at the UN Women PNG office.  The workspace will include internet access and a phone, but not necessarily a computer.

When visiting Port Moresby, the UN Women PNG Office will arrange transportation to and from meetings as required but transportation to and from the office to accommodation cannot be guaranteed.  Advice on safe transport options for the consultant can be provided by the office but must be paid by the consultant. Security briefings, security escorts where necessary, and security radio will also be provided by UN Women PNG.

Required Skills and Experience

 Education:

  • Masters degree or equivalent additional experience required in international development, public administration or a relevant field in public transport management.

Experience:

  • At least 5 years’ progressive experience designing, managing, or monitoring and evaluating development projects;
  • A demonstrated, deep understanding of the critical aspects of human rights, gender, and, specifically, gender power relations, preferably within the PNG cultural context;
  • Previous experience working in or for development agencies (previous employment with the UN is an asset but not mandatory);
  • International experience in hardship countries and previous experience in PNG would be highly desirable.

Language:

  • An excellent command of the spoken and written English language is essential;
  • An understanding of Melanesian Tok Pisin is highly desirable;
