Background

Lebanon is subject to a wide range of natural hazards, the biggest threat being of a severe earthquake and/or an associated Tsunami. Smaller-scale disasters which the country also faces include floods, forest fires, land-slides and drought.  Accordingly, In May 2009, UNDP and the Lebanese Government represented by the Prime Minister signed a project document on “Strengthening Disaster Risk Management Capacities in Lebanon”. The project aims to help the Lebanese Government develop its disaster management and corresponding risk reduction strategy.

Recent events, such as the Haiti Earthquake (January, 2010), the Ethiopian Airlines airplane crash (February, 2010) as well as recurring earthquakes in the South of Lebanon have prompted both internal and external focus on disaster risk reduction. In order to achieve its outcome “mainstreaming disaster preparedness and management in national development framework strategies in Lebanon”, the project needed to evolve through two main phases to provide a stable platform for future developments. In Phase I (2010-2011-2012), the focus was on initiating a framework at the National level as part of the following outputs:

  • Disaster Risk Reduction and Management Unit Established;
  • National DRR strategy and systems developed and implemented;
  • Building National capacities at central and regional levels;
  • Public Awareness on DRR raised and gender equality initiatives integrated into DRR Institutional framework and Regional and Local Plans;

Phase II (2013-2014-2015), on the other hand, will consist on finalizing the work previously done in addition to targeting sectoral and local levels with a particular concentration on capacity building focusing on highly vulnerable groups as part of the following outputs:

  • Institutional mechanisms for DRM established with sufficient capacities to increase national resilience against disaster risks;
  • DRR considerations integrated into development planning of critical economic and social sectors to reduce vulnerability of development infrastructure and assets;
  • Local and community capacity for disaster risk reduction enhanced to reduce losses to life and property.

Under the overall guidance of the National Focal Point and the direct supervision of the Project Manager, the IT consultant will perform all tasks required for the implementation of the project’s activities. Special focus will be on the setting up of the Information Communication Technology system and infrastructure for the National Disaster Operations Room at the Presidency of the Council of Ministers premises, as well as smaller crisis management rooms located at several line ministries and administrations in a manner that would allow the different rooms to communicate and share information securely and safely among each other.

Duties and Responsibilities

Under the supervision of the “Strengthening Disaster Risk Management Capacities in Lebanon”

Project Manager, the consultant will perform the following tasks:

  • Assess ICT/IT needs and scope ICT/IT-related interventions for the project outputs;
  • Research, recommend and include in project output activities the latest ICT technologies and findings;
  • Research, analyze, prepare and write technical and functional specifications and terms of reference of both hardware and software applications related to project outputs (e.g. servers, backup servers, network, IP phones, TV’s. Video Walls, projectors, VLAN communication systems, modems, cabling, programming, installation and PABX systems);
  • Design and develop the ICT/IT aspects and requirements of the National Disasters Operation Room and the Mobile Operations Room;
  • Participate in the review and evaluation of ICT/IT-related bids;
  • Support project team in providing timely response to inquiries from procurement bidders;
  • Supervise ICT/IT suppliers during the installation of ICT/IT equipment and liaise with GOL beneficiaries for receipt and acceptance of installed equipment;
  • Monitor and evaluate the implementation of ICT/IT interventions at GOL beneficiaries and ensure that suppliers are properly training the GoL beneficiaries on the usage of ICT/IT installed equipment;
  • Rigorously create and maintain documentation for all processes and procedures related to IT equipment procured and their maintenance requirements;
  • Provide ICT/IT technical assistance when needed;
  • Participate in the writing of technical reports;
  • Report all activities to the project manager.

  • Preferably Microsoft Certified System Engineer (MCSE) or CISCO Networking Certified Engineer;
  • Technical expertise in OSI Model, Ethernet networks configuration, TCP/IP, IP addressing;
  • Preferably working knowledge of client server, Windows NT/XP server, Exchange Advanced Server 2000 administration, and install and configure Linux/Unix firewalls;
  • Proven ability to produce results within tight deadlines;
  • Familiarity with e-government developments;
  • Excellent organizational and analytical abilities;
  • Proven writing, communication and presentation skills;
  • Exhibited ability to work alone and as part of a team;
  • Fluent in Arabic and English. Knowledge of French an asset.

Required Skills and Experience

Education:

  • Bachelor of Science in Computer Science, Computer Engineering or Management Information Systems or equivalent combination of education and experience.

Experience:

  • Lebanese with at least 7 years of relevant experience in ICT and Project Management, with evidence of achievements.

Languages Requirements:

  • Fluent in Arabic and English. Knowledge of French an asset.
