Background

The 3-year UNDP project “Capacity Development for Managing Disaster Risks from Natural Hazards and Climate Change in the Philippines” (herein referred to as DRRM/CCA Policies Standardization Project) is in search of a qualified candidate for the post of Project Officer – Policy Analyst/ Researcher.

The DRRM/CCA Policies Standardization Project aims to contribute to building national resiliency by supporting capacity development, strengthening linkages and harmonization of policy and implementation frameworks, and promoting timely knowledge-based decision and actions. The Project will address urgent preparedness and crisis management issues as well as long term and strategic integration of disaster risk reduction, climate change adaptation and development management within the transformative framework of resiliency. The expected outputs of the Project are as follows: (1) development of the institutional capacities of key national government agencies to harmonize policy, strategy, and planning frameworks with gender equality perspective for managing disaster risks from natural hazards and climate change; (2) to put in place an organized and comprehensive disaster preparedness at national and local levels to reduce the disaster risks from natural hazards and climate change; and (3) to enhance the capacity of local government units to develop and apply locally-responsive and gender-sensitive measures to manage disaster risks from natural hazards and climate change, as reflected in their planning, programming, and implementation processes.

Under the DRRM/CCA Policies Standardization Project, a Project Officer – Policy Analyst/Researcher with a strong background in DRR/CCA management will be hired to coordinate and support project implementation.

Duties and Responsibilities

Under the overall direction and supervision of the Project Manager, the Finance and Administrative Officer will perform the following functions:

Support to Project Implementation

  • Manage the Project’s accounting and financial system by ensuring that appropriate control and reporting structures are maintained in accordance with the UNDP National Implement-ation (NIM) Guidelines;
  • Maintain up-to-date financial records (e.g. daily expense report, balance sheet, and revenue/ expenditure ledgers;
  • Reconcile the record of payments with activities and recommends new disbursements to the Project Manager;
  • Continually advise the Project Manager on financial reporting procedures for procurement and disbursement;
  • Track the implementation of approved budget, ensure that funds area available and that NIM Guidelines are duly followed;
  • Coordinate and act as focal point for issues relating to finance; and
  • Perform other functions related to the Project as may be assigned by the Project Manager from time to time.

Required Skills and Experience

Education: 

  • Preferably a Certified Public Accountant or a university degree in business administration, accounting, finance or other relevant field.

Experience: 

  • At least three (3) years of professional experience in administrative and financial management.

Language requirements:

  • Fluency in the English and national languages.
