Background

The United Nations Development Programme (UNDP) operates under a decentralized business model, where procurement is delegated to over 170 Country Offices, Regional Bureaus, Regional Offices, and Headquarter Unites within and outside of New York, who are all responsible for the results and management of procurement business processes in accordance with the established procurement policies, processes and procedures. UNDP procurement has experienced explosive growth in the past ten years, with its portfolio totaling over US$3 billion, making UNDP one of the three largest procurement organizations in the UN.

 The Procurement Support Office (PSO), based at UNDP Headquarters under the Bureau of Management (BoM), provides the overall direction and guidance for UNDP’s procurement activities. PSO requires a Quantitative Analysis Consultant to support various projects aimed at improving the PSO service lines, and deliver the management objectives under the Procurement Strategy 2014-2017.

PSO is seeking a Quantitative Analysis Consultant to work with the PSO team to provide research and analytical support to various PSO initiatives, including but not limited to Procurement Capacity Assessments for UNDP offices; the reform of the Individual Consultant framework; the Accelerated delivery through Procurement project; amongst others. The goal is to complete the projects as outlined in the Procurement Strategy 2014-17, and to ensure that PSO monitors the impact and progress of its projects and their overall effect over operations. Further, policies, tools and systems shall receive support through adequate, fact-based analysis.

Duties and Responsibilities

The consultant will report in matrix to the Director, Procurement Support Office, and the  Procurement Advisor tasked with Field Support, and work in close collaboration with the Procurement Specialist, Data & Systems Management.

The Consultant will:

  • Continuously support data generation and compilation for projects articulated in the 2014-2017 Procurement Strategy;
  • Advise on the data formatting and presentation for information materials, including PSO Publications, in accordance with UN data standards and best practices;
  • Provide continuous support to the development and maintenance of the Procurement Capacity Assessment (PCA) database, and corresponding processing of country specific delegation of procurement authority;
  • Provide analytical support to the Reform of the Individual Consultant framework Project;
  • Continuously support the PSO Directorate in generating evidence-based data analysis on an ad-hoc basis, including support to internal Bureau of Management (BOM) projects.

Monitoring and Reporting Arrangements:

  • .The consultant will report in matrix to the Director, PSO and to the Procurement Advisor tasked with Field Support, and report progress on a monthly basis for inputs and guidance;
  • As required, the consultant will liaise with PSO staff members heading the various PSO initiatives, in accordance with quality standards and targeted delivery dates.

The review and approval of milestones will be at the discretion of the Procurement Advisor tasked with field support.

Required Skills and Experience

Education:

  • Master’s degree in Business and Administration, Procurement, Public Health, Economics or other relevant fields with particular focus on quantitative research methodology.

 Experience:

  • At least two (2) years of relevant experience at the national or international level in quantitative research, including proactive engagement across large organizations;
  • Previous experience in the UN or UNDP, particularly in the field of procurement, is a distinctive advantage;
  • Previous experience with conducting and managing quantitative surveys is an asset;
  • Knowledge and experience with various methodologies for data collection, cleaning and inputting;
  • Knowledge of Excel a requirement.

 Language:

  • Fluency in English is required.

Terms of Payment:

The assignment is based on a lump sum contract amount and payment is based only upon the certification and acceptance of the monthly reports received as indicated above. In the event of non-performance and pre-termination where payments cannot be made in full or may have to be suspended, the final payment will be pro-rating against received and accepted deliverables.
