Myanmar

Myanmar has gone through a phase of unprecedented change since the November 2010 general elections. The transition to nominally civilian rule under a new Constitution was the first step in an on-going sequence of rapid and far-reaching political and economic reforms that have unleashed tremendous changes in the political and economic landscape. In the past few years, the President and legislatures have pushed forward a remarkable transformation process that was difficult to imagine not so long ago.

The first stage of the reform process comprised political reforms which are still on-going and have led to significant changes in the country, and to a rapid scaling up of development assistance. In May 2012, the President launched the second stage of reforms aimed at improving the social and economic wellbeing of the people. The opening of the country is leading to rapid foreign investment, infrastructure development and an increase in foreign that are required to improve the performance of the public administration and its civil service, and clarify the division of powers between the Union and the State and Regional Governments.

UNDP

After more than 20 years of working exclusively at the grassroots level through the Human Development Initiative, a new UNDP Country Programme for Myanmar was developed and signed by UNDP and the Government of the Republic of the Union of Myanmar in April 2013. UNDP supports Myanmar to achieve its national priorities of democratic transformation and poverty reduction by means of three pillars: Pillar 1 focusing on Local Governance (livelihoods and community development), Pillar 2 focusing on Disaster Risk Reduction, Energy, Environment and Climate Change and Pillar 3 focusing on Policy Support and Democratic Governance.

Within UNDP Myanmar’s Democratic Governance Pillar (Pillar 3), there are four Output areas:

  • (i) Development Effectiveness;
  • (ii) Parliamentary Strengthening;
  • (iii) Rule of Law and Access to Justice and (iv) Public Administration Reform.

The work of this position takes place under the Development Effectiveness Output of the Democratic governance Pillar. The Development Effectiveness Output aims to strengthen the capacity of national institutions for socio-economic policy-making, planning and development effectiveness with broad stakeholder participation (including women, people with disabilities and HIV/AIDS).

The Development Effectiveness Output works closely with government, especially the Ministry of National Planning and Economic Development to achieve the following results:

  • Key government institutions develop national and regional plans using up to date, accurate and gender disaggregated poverty data;
  • MNPED manages international aid cooperation and aligns it with national priorities and budgets.

In 2014, the Development Effectiveness Output has been supporting the government to develop the National Comprehensive Development plan, a document which sets out the twenty year vision for the government, as well as providing advice and training to improve planning systems and practices. UNDP has also supported improved statistical capacity in government, including data-gathering through the completion of a business census, which will contribute towards policy making around business and economic development, and a study on the socio-economic impact of HIV, UNDP Myanmar is looking for an enthusiastic Myanmar national to support designing programme directions for the Development Effectiveness Output and managing programme activities, in collaboration with colleagues in the Development Effectiveness Output and Democratic Governance Pillar. The candidate is expected to have strong analytical/problem- solving/planning skills and contribute insights about the country’s political, economic and social situations. The candidate will be provided with close coaching from the direct supervisor in order to be ready to take up more responsibilities gradually. The working environment is dynamic and open for ideas.

Reporting line and key functions of the position:

Under the overall guidance of the Team Leader of UNDP Myanmar Democratic Governance Pillar and direct supervision from the Programme Specialist/Development Effectiveness Output/Governance Pillar, the Programme Analyst will be assigned to perform the following key functions:

  • Analyzes political, social and economic trends and participates in the formulation of programme directions;
  • Coordination programme activities and support programme management;
  • Supports capacity development of partners and Development Effectiveness Output project staff;
  • Builds strategic relationship with national and international counterparts, especially the Ministry of National Planning and Economic Development;
  • Facilitate knowledge exchange.

The Programme Analyst will contribute to promoting coordination and close collaboration with other Outputs of the Democratic Governance Pillar and other relevant Pillars of the Country Programme.

Duties and Responsibilities

Summary of Key Functions:

  • Analyzes political, social and economic trends and participants in the formulation of programme directions;
  • Coordinates programme activities and supports programme management;
  • Supports capacity development of partners and Development Effectiveness Output project staff;
  • Build strategic relationship with national and international counterparts;
  • Facilitates knowledge exchange.

Analyzes political, social and economic trends and  participates in the formulation of programme directions:

  • Provide through analysis and research of the political, social and economic situation in the country;
  • Contribute ideas and inputs to the formulation of programme directions. Key documents for programme directions include programme strategy, concept notes, Annual Work Plan, multi-year Results and Resources Framework, etc.

Coordinates programme activities and supports programme management:

  • Lead coordination of programme activities in collaboration with Development Effectiveness Output project staff and consultants. Currently, the Development Effectiveness Output includes 4 distinctive areas of programme activities, and cooperation among the project staff is a key to achieve intended results efficiently and effectively;
  • Coordinate with programme staff of other Outputs under the Democratic Governance Pillar to strengthen linkage each other;
  • Oversee quality and progress of programme activities. This task also includes identifying operational and financial problems and proposing solutions;
  • Provide inputs to corporate and donor reporting requirements;
  • Provide supervision to support staff, if assigned by the supervisor.

Support capacity development of partners and Development Effectiveness Output project staff:

  • On a continuous basis, analyze capacity needs of partners and Development Effectiveness Output project staff to be able to achieve expected results of the Development Effectiveness Output;
  • Encourage counterpart’s’ active participation in expressing their views at consultative meetings that are organized as part of programme activities.

Build strategic relationship with national and international counterparts:

  • Monitor partners’ feedbacks on the impact and effectiveness of the Development Effectiveness Output programme effectiveness and provide ideas for further improvements;
  • Provide updates on key activities of other international organization working in the development effectiveness and identify possible areas of cooperation;
  • Review recent news of the Global Partnership for Effective Cooperation website (http://effectivecooperation.org/) and identity possible implications for programme activities in Myanmar.

 Facilitation of knowledge exchange:

  • Conduct research of other countries’ example in the development effectiveness work and propose ideas for promoting south and/or triangular cooperation;
  • Contribute lessons learned and knowledge to various networks of professional in the development effectiveness work within and outside UNDP.

Impact of Results

Successful achievement of the Programme Analyst’s key results will contribute to the enhancement of development effectiveness and planning in Myanmar. It will enable the government, donors and stakeholders to collaborate in identifying and achieving common goals to ensure most effective utilization of Overseas Development Assistance for the people of Myanmar.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Economics, political or social sciences or related field.

Experience:

  • Relevant experience at the national or international level in providing advice, and hands-on experience in design, monitoring and evaluation of development projects;
  • Experience in working with the government is an advantage;
  • Experience in operational and financial management of development projects is an asset;
  • Experience in development effectiveness especially aid coordination, planning and statistics work is an asset.

Language:

  • Fluency in English and Myanmar, both written and spoken.
