Background

Government of Tajikistan started to show strong interest for the ratification and in 2013 established a Governmental Working Group for CRPD (WG CRPD). UN Agencies have been instrumental in garnering support for this process and contributed to an increased commitment from the Government for development of inclusive policies, systems and services in accordance with the Convention. Building on these achievements, the WG CRPD has drafted a plan of action, which includes carrying out a review and revision of legislation and accession to the CRPD, as well as an awareness raising campaign, which will address the stigma and discrimination against persons with disabilities. However, the WG CRPD lacks technical, methodological, financial and material resources for the implementation of the plan of action.

Taking into account all abovementioned, UNDP  through the present assignment within the UNDP project is going to support conducting of  Cost-effectiveness Analysis of the ratification of the UNCRPD which will lay the foundation for Tajikistan’s accession to the UN Convention on the Rights of Persons with Disabilities (CRPD) and its subsequent implementation.

Duties and Responsibilities

The present assignment aims to facilitate the Government of Tajikistan, including the relevant Ministries and State institutions as well as the recently established Governmental Working Group on CRPD and Coordination Council for Social Protection of Persons with Disabilities (DCC) towards potential accession to the CRPD by the Government of Tajikistan. This will be achieved through a set of interlinked activities, including conducting cost effectiveness analysis for joining CRPD which is the core deliverable of the present assignment.

The assignment is part of the Rule of Law and Access to Justice Programme of UNDP and its main objective is to lay the foundation for Tajikistan’s accession to CRPD and its subsequent implementation.  The activities are consistent with the UN principles, including the promotion of equal opportunities and non-discrimination of persons with disabilities.

Sub-project title: Promoting the Rights of Persons with Disabilities in Tajikistan under Strengthening Rule of Law and Human Rights to Empower People in Tajikistan funded by MFA Finland.

Period of assignment/services (if applicable): 50 working days during 4 months in 2014 (28 days home based and 22 days in-country, including 10-days field visits)

Required Skills and Experience

Education:

  • Post graduate degree in economics, statistics, scial sciences, human rights and/or other related areas.

Experience:

  • A Minimum of 5 years work experience in conducting cost-effectiveness analysis, studies, surveys and/or other relevant assignments, especially in areas related to disability;
  • Proven work experience with and capacity-development of governmental entities, DPOs, and civil society in socio-economic fields, preferably in the field of disability;
  • Good knowledge of the Convention on the Rights of Persons with Disabilities and other relevant instruments of international human rights and humanitarian law;
  • Recent knowledge of UNDP’s results-based management policies and procedures;
  • High level of awareness and understanding of social, cultural, economic and political situation in the Republic of Tajikistan.

Language:

  • Fluency/proficiency in English (both verbal and written) is required;
  • Knowledge of Russian and or Tajik would be an advantage.
