Background

UNDP in Tajikistan plays a crucial role in supporting the country’s reforms efforts and the development of a national strategy for poverty alleviation. The priorities of UNDP and Tajikistan are addressed through a number of projects implemented in partnership with national counterparts, key donors, UN agencies and other international organizations, with a particular emphasis on sustainable development. UNDP work both in high policy lever cooperating with key ministries and Governmental bodies and in ground level cooperating with local Hukumats, Jamoats, JRCs, CBOs through its Area Offices in five regions: Shartuuz, Kulyab, Ayni, Gharm and Khujand.

While implementing its activities and achieving results in the country, communication especially internet service is one of the key aspects of success. For that purpose, UNDP Tajikistan intends to enter into long-term agreements for provision of Internet and mobile communication services to ensure provision of high quality communication services to its staff, which requires involvement independent international expertise.

Therefore to ensure a smooth running of solicitation process and identifying of appropriate supplier for provision of communication services, UNDP shall engage a Telecommunication Specialist to obtain professional input on assessment of ICT market of Tajikistan, develop relevant requirements for solicitation documents and support UNDP to evaluate the proposals received as outlining in the scope of work of this TOR.

In order to achieve further time and cost efficiency while ensuring outstanding quality of service, UNDP Tajikistan wishes to enter into new Long Term Agreement (LTA) with one (or few) of the most competent telecommunication companies to serve all its internet and mobile phone communication services.

Duties and Responsibilities

The Telecommunication Specialist, hired under the proposed assignment, will inter alia assist UNDP Tajikistan to select best qualified telecommunication Provider available in the country following “best value for money” principle and UNDP ICT policy. He/she will:

  • Detail the needs of the Country office and its 5 Area Offices in telecommunication services;
  • Assist in conducting telecommunication market analyses of the country;
  • Assist in preparation of the Invitation to Bid (ITB) document based on the market analyses;
  • Elaborate technical and financial evaluation criteria of ITB;
  • Participate at Bid Evaluation and review tender documents;
  • Assist UNDP Tajikistan in meeting / responding Regional Advisory Committee on Procurement (RACP) recommendations, if any arise;
  • Assist in creating a quality monitoring mechanism of the contracted Telecommunication provider
  • Assist to develop a risk assessment and risk mitigation mechanism for services procured.

Required Skills and Experience

Education:

  • Bachelor in Telecommunication and Information Technology or related fields, such as Management Information, Computer Hardware etc;

Experience: 

  • A minimum five years relevant experience in the areas of Telecommunication and ICT and/or Network Management;
  • Successful experience in working with UN agencies will be an asset;
  • Practical background, not less than 5 years, in conducting survey and assessments of the telecommunication market providers;
  • Relevant professional experience in CIS or in EU would be an added advantage.

Languages:

  • The expert needs to be fluent in both oral and written English;
  • Knowledge of Russian or any other local languages is an asset.
  • The working language for the assignment will be English.
