Background

The Implementation of Digital ECNEC (IDE) project will implement e-Government systems that were designed and put in place under the ASICT project to provide ICT based support for the business and administrative processes of key organs of the Government of Bangladesh (GoB). The project is expected to enhance the efficiency of the planning, resource allocation and monitoring processes of the GoB by enabling online capture, storage and reporting of development project and aid related data and information emerging from all phases of a project’s life.  By providing for access and use by all concerned stakeholders in the development project process it is further expected to assist in the streamlining and alignment of GoB initiatives with its development partners’ support in the country’s development arena. The IDE project is anticipated to run for three years from late 2012 and will be implemented by the Planning Division, Ministry of Planning.

The Office Secretary will provide overall secretarial functions to support smooth functioning of project activities and will also assist and support the administrative and accounting functions of the project if and when required. He/She will work under supervision of the Project Manager.

Duties and Responsibilities

Summary of Key Functions:

The officer shall carry out the duties given below to achieve the mission:

  • provide secretarial assistance to the project
  • drafting official correspondence and notes
  • maintain official files and a filing system
  • taking meeting notes and preparing meeting minutes
  • support organizing workshops, meetings and training activities
  • operate the project PABX system
  • support administrative and accounting work of the project as may be necessary
  • perform any other duties assigned by the NPD, Project Manager

Impact of Results

Efficient secretarial support will contribute to streamlined project operations particularly in the area of communications between the project and its stakeholders. This will impact positively and contribute to creating a professional image.

Required Skills and Experience

Education:          

  • At least Bachelor’s degree from any recognized university

Experience:       

  • Minimum 2 years work experience
  • Work experience as secretary preferred
  • Good communication skills in both English and Bengali
  • Demonstrable computer literacy, including proficiency with Microsoft Word, Excel, PowerPoint, Access
  • Experience of working with Planning Commission, specifically Planning Division, ERD & IMED will be preferable.

Language Requirements:
