Background

The United Nations Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations Security Management System  to enable the safest and most efficient conduct of the security programmes and activities of the United Nations System.  Given that UNDP administers UNDSS staff in field locations, the resulting appointment will be offered under UNDP conditions of service.  The Logistics Operations Officer reports directly to the Senior Finance and Budget Officer in the Executive Office of UNDSS.

Duties and Responsibilities

To enable the Department of Safety and Security (DSS) manage its field operations, the Logistics Operations Officer provides asset control and logistic support.  Within delegated authority, the Logistics Operations Officer will be responsible for providing logistics support for new and ongoing field operations not limited to: supply chain management, materials management, transportation, maintenance, contracts and services management, communications, and information technology.

  • Prepares logistics and support plans, deployment timelines and budget requirements. Develops logistical plans. Develops contingency plans and implements methodologies and tools to enable effective execution of logistic plans;
  • Formulates specific Standard Operating Procedures including policies for field logistic support;
  • Provides effective and timely planning, oversight, management and coordination of logistics support operations, including integration and monitoring the implementation of logistics support plans at all field offices. Ensures effective and timely provision and coordination of diverse logistics support requirements;
  • Manages logistics operations including management of logistics assets, materiel, contracts and personnel. Ensures timely, accountable and cost-effective delivery of cargoes;
  • Ensures that supervised staff are adequately trained, cross trained; identifies additional training needs to achieve high working standards;
  • Coordinates and provides logistics support to ongoing air, land, sea, or rail operations in the field;
  • Ensures that logistics requirements take account of gender-specific needs;
  • Coordinates logistics activities with procurement, finance, human resources, policy and other substantive units;
  • Develops plans, procedures and reports on materiel assessment and movements and other operational logistics issues, including planning and costing of operational budgets;
  • Plans and co-ordinates logistics support to new, sustaining, expanding, contracting and liquidating field operations;
  • Identifies plans and manages special logistics operations, i.e. crisis response;
  • Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained;
  • Coordinates logistics operations with other UN agencies, and other organizations in the field;
  • Guides and supervises new/junior staff;
  • Performs other related duties as required;
  • Assumes the responsibilities of a certifying officer.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s degree or equivalent) in business administration, public administration, engineering, law or other relevant field;
  • A first-level university degree, in combination with an additional two years of qualifying experience, may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of five years of progressively responsible experience managing diverse logistics operations in commercial or  international organizations;
  • Experience in at least two of the following areas of transportation logistics is required, Land, Sea, or Air Logistics experience with international UN operations is  desirable.

Language:

  • English and French are the working languages of the United Nations;
  • For this post, fluency in oral and written English is required;
  • Demonstrated fluency and knowledge of another UN official language is desirable.
