Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Since 2002, the UN Women (formerly UNIFEM) Afghanistan Country Office (ACO) has been assisting the government of Afghanistan and its partners in the area of Elimination of Violence Against Women (EVAW). UN Women Afghanistan’s Elimination of Violence against Women Special Fund (EVAW SF) was established in 2007, in order to provide coherent and specialized support on EVAW, improve financial support and mobilize community-based and non-governmental organizations working on EVAW and expand EVAW initiatives throughout Afghanistan in a coordinated, strategic and sustainable manner. Since 2012, the ACO’s work in EVAW has expanded to include coordination of the SG’s UNiTE campaign, support to developing shelter protocols and standard services, and establishment of a GBV Referral System, in partnership with UNFPA and WHO and relevant ministries.

In supporting EVAW in Afghanistan, UN Women also recognizes the need to protect women human rights defenders engaged in promoting the full realization of gender equality commitments and women’s participation in political, peace and governance processes.  UN Women is intensifying its advocacy role to support the Ministry of Women’s Affairs in developing its capacity to establish and manage an Emergency Response Fund (ERF) as a mechanism to address targeted violence against women, and to provide rapid responses to ensure safety and security of those targeted by threats and violence.

The ACO’s organizational structure for its programme is comprised of three priority Pillars:  Coordination and Advocacy, Political and Economic Empowerment, and EVAW.  This post is within the EVAW Pillar.  The EVAW Specialist reports on daily matters to the EVAW Pillar Manager.

Under the guidance of the Deputy Country Representative and reporting directly to the EVAW Pillar Manager, the EVAW Specialist will provide strategic direction, support resource mobilization, and contribute to policy setting for the EVAW Pillar, as well as work closely with the EVAW Pillar Deputy Manager, who will manage the EVAW Special Fund.

The post serves as a key advisor to the Pillar Manager on policy and programming pertaining to EVAW initiatives, with the aim of ensuring effective and coordinated systems to support program delivery and growth, and will be held accountable for:

  • (i) compliance with UN Women and UNDP policies and regulations;
  • (ii) effective systems to support programme delivery and growth;
  • (iii) accountability to organizational values and principles; and
  • (iv) an enabling workplace environment in which staff potential is maximized.

Duties and Responsibilities

Key Deliverables:

  • Strategic direction, program design and implementation, and monitoring and evaluation;
  • Resource mobilization and donor reporting and programme writing;

  • Partnership and networking and liaison and coordination within UN Women;
  • Capacity building and information and knowledge management.

Key Responsibilities:

Strategic direction, program design and implementation, and monitoring and evaluation:

  • Work closely with EVAW Pillar management and the ACO management to set priorities and determine the strategic direction for the ACO’s EVAW activities, develop a consolidated and coherent strategic framework on EVAW programming, advocacy and coordination and identifying opportunities for productive interventions to meet UN Women’s engagement in EVAW in Afghanistan;
  • Conceptualize, plan and ensure implementation of all activities and interventions related to EVAW advocacy, the GBV Referral activities, and provide overall support to the Pillar Deputy Manager responsible for the EVAW Special Fund to ensure the substantive integration, development, implementation, coordination of the Funds into the ACO’s EVAW strategy. He/she will also ensure UN Women’s contribution to the UN’s strategic planning processes and foster knowledge networks in this field.  S/He will be responsible for designing new joint programming initiatives with other relevant UN agencies (UNDP, WHO, UNFPA, etc.), as well as internally across the Pillars;
  • Ensure that monitoring, reporting and evaluation systems are in place for all activities, including the Special Fund, for regular and systematic performance review and documentation of lessons learned with specific focus on results, impact and the final outcomes.

Resource mobilization and donor reporting and programme writing:

  • The EVAW Specialist will, in consultation and coordination with the EVAW Pillar Manager and the senior management of ACO, proactively seek and respond to opportunities for resource mobilization to ensure the sustainability of the activities within his/her portfolio. He/she will promote and continue the ACO’s efforts towards aid effectiveness with regards to harmonization, alignment and joint programming on women’s rights, working closely with other agencies’ EVAW focal points;
  • Under the direction of the Pillar Manager and in coordination with the Programme Management Specialist and the Deputy Country Representative, ensure the completion of donor reports in a timely and professional manner. The EVAW Specialist will undertake reports, concept notes and other written materials as requested by the Pillar Manager.

Management and supervision, leadership and financial management and administration:

  • The EVAW Specialist will supervise and appropriately delegate areas of responsibility and provide general guidance to those program staff supporting his/her portfolio, including international consultants; establish policy and practices to ensure the sound management and staff oversight to effectively meet program obligations and client expectations; and facilitate a workplace environment of mutual accountability, recognition, and respect;
  • Responsible for supporting the EVAW Pillar Deputy Manager in providing leadership and direction within the context of the Special Fund. S/He will support the creation of an organizational culture of accountability, responsibility, capacity building and quality of services through leadership, encouraging a team culture of learning, creativity and innovation;
  • Provide financial oversight for expenditures related to programmes and activities within his/her portfolio, ensuring a transparent and accurate accounting of all funds for program activities. S/He is responsible for ensuring all program funds are spent in accordance with donor agreements and financial reporting requirements.

Partnership and networking and liaison and coordination within UN Women:

  • In consultation and coordination with the EVAW Pillar Manager and as needed the Deputy Country Representative, the EVAW Specialist will develop strategic partnerships and strengthen linkages with NGOs, donors, UN agencies, government institutions, private sector, civil society and community grass roots organizations;
  • In consultation and coordination with the EVAW Pillar Manager, work closely with and seek strategic input on EVAW programming from other Pillars, especially the Coordination and Advocacy Pillar.  S/He will provide technical support to other Pillars in developing capacities and assistance in advocating for EVAW and related instruments, articulating its messages through practical policy solutions and linking women’s grass roots advocacy work to the national policy level.

Capacity building and information and knowledge management:

  • In consultation with the Pillar Manager and in coordination with the Deputy Manager, the EVAW Specialist will design and implement a capacity building and professional development programme for access to gender staff to maximize their human potential and contribute to optimizing the operational effectiveness of the Pillar;
  • Provide technical support to ACO management, in the development of information materials or tool kits on EVAW, working in coordination with the Communications Officer, the EVAW Pillar Manager, and the other Pillars as appropriate.

Impact of Results:

The key result of the post is to develop and strengthen the ACO’s strategic position for EVAW campaigning, advocacy, and programming of the UN Women Afghanistan Special Fund. The post ensures linkages between strategic planning, policy analysis, external relations, networking, knowledge management, capacity building, monitoring and evaluation, and resource mobilization for the ACO’s EVAW activities.

Further, this position will ensure program and project management consistency, effectiveness, efficiency, effective partnerships and expansion of EVAW activities to all parts of Afghanistan.

Required Skills and Experience

Education: 

  • Master’s degree in social science, gender studies or communications; additional studies in human rights an asset.

Experience:

  • Minimum of 5 years progressively relevant professional work experience in the area of gender and development, violence against women, advocacy and policy and program management, ideally in a post conflict setting;
  • Familiarity with elimination of violence against women initiatives, stakeholders and partners in Afghanistan is an asset;
  • Technical experience in gender analysis and monitoring and evaluation with participatory approaches;
  • Sound knowledge of international standards on human rights, women’s rights and related instruments;
  • An understanding of the social, cultural, and political context of Afghanistan and its relation to gender is preferable;
  • Knowledge of UN Women’s operations and programming policies and procedures an asset.

Languages:

  • Fluency in spoken and written English required;
  • Written and spoken skills in Dari or Pashto an asset.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
