Background

UNDP is working closely with the government of Myanmar as it implements the four waves of reforms announced by President U Thein Sein. UNDP’s Pillar on Democratic Governance works with the parliament, the judiciary, and the executive to strengthen government institutions, and make them more responsive and accountable to the needs of the people.

The Pillar has four outputs or projects:

  • a) development effectiveness;
  • b) parliamentary strengthening;
  • c) rule of law and access to justice; and
  • d) public administration responsiveness.

The Public Administration output focuses on the ‘third wave’ of reforms announced by the President, and has two areas of focus, or Sub-Outputs. Firstly, it promotes effective coordination of overall reforms to government administration. Secondly, it enhances the capacity of the civil service.

This role relates to the second Sub-Output. Sub-Output 2 aims to improve transparency, and ethics and integrity in the civil service, improve the quality of training provided to civil servants, and foster leadership capacity in the civil service. This work is undertaken in partnership with the Union Civil Service Board.

The Union Civil Service Board is responsible for the selection, training, discipline and promotion of civil servants (at the Union level), and provides training for all gazetted civil servants.  In 2014 UNDP will support the Union Civil Service Board to deliver trainings to senior managers in government, conduct a study on good governance in the civil service, review general training curricula, and improve computer training in government.

The Sub-Output objective is ‘strengthened capacities of the Union Civil Service Board (UCSB) and other ministry training institutes to train and establish a professional, transparent and representative civil service.’

Role Description

Under the direct supervisor of the Training Specialist– Civil Service Training and Learning, the National Officer will provide strategic coordination and implementation support to enhance the strategic focus of reforms to trainings, and help deliver key activities in UNDP plans for 2014. The National Officer will also ensure that these are coordinated and integrated with the components of UNDP’s wider work on democratic governance. The National Officer will analyze the situation and be involved in the formulation, management and evaluation of programme activities within Sub-Output 2, and will provide advice services to the Training Advisor and PAR programme team.

The National Officer will be based in Nay Pyi Taw with some travel to Yangon and the two Civil Service Training Institues of the Union Civil Service Board. The National Officer will work closely with key staff in the Union Civil Service Board to build relationships and transfer knowledge and skills relating to management of trainings. He/ She will also be responsible for assisting the Training Advisor in the preparation of work plans in conjunction with national counterparts, to coordinate reporting against these work plans, and liaising with all counterparts.

Duties and Responsibilities

Summary of Key Functions:

  • Ensures implementation of  programme strategies for Sub-Output 2;
  • Ensures effective management of the CO programme for public administration Sub-Output 2;
  • Promote the improvement of the quality of existing trainings delivered by Union Civil Service Board (UCSB);
  • Ensures creation of strategic partnerships with government and development partners.

Ensures implementation of  programme strategies for public administration Sub-Output 2 focusing on achievement of the following results:

  • Thorough analysis of the political, social and economic situation of civil service management and training and preparation of substantive inputs into programme implementation;
  • Liaise with  the Office of the Union Civil Service Board, Two Civil Service Training Institutes and Institute of Development Administrative, the General Administration Department on capacity development of civil service, options for policy analysis and other technical materials;
  • Promote coordination of UNDP national counterparts in civil service reform activities, sharing information, maintaining networks and providing advice;
  • Provide context-based advice to the Training Specialist and the programme team on strategies and approaches for effective training of civil servants, and on learning approaches and methodologies;
  • Coordinate with UNDP Pillar 1 Local Governance Team in supporting civil service reform activities as they relate to decentralization and local governance.

Ensures effective management of the CO programme for public administration Sub-Output 2  with a focus on the following results:

  • Advise the Training Specialist on the organisation of events such as trainings (curricula, courses, schedules), study tours, conferences and workshops;
  • Facilitate at workshops, seminars and training as necessary;
  • Support day-to-day planning and management of project activities, and report on project results and outcome;
  • Support implementation of relevant project activities for the successful realization of the targeted results;
  • Maintaining a proper filing system related to project activities in the relevant government entities;
  • Preparation of regular progress reports to be submitted to the Training Advisor, component coordinator and pillar team leader;
  • Input/support other Civil Service Reform interventions or other programme activities, as requested by the PAR Programme Specialist;
  • Provide support to any other activity of Pillar 3 (Democratic Governance programme), if required any other tasks as assigned by the Training Specialist- Civil Service Training and Learning.

Promote the coordination of improvement to the quality of existing trainings delivered by Union Civil Service Board (UCSB):

  • Provide advice and support to UCSB on strategies and approaches for effective training of civil servants, on learning approaches and methodologies, and on monitoring of training, under guidance of the Training Specialist;
  • Coordinate with the programme team to deliver UNDP’s contribution to the Union Civil Service Board’s Executive and Senior Management Courses;
  • Input/support a training needs assessment of an agreed sample of mid-level officials;
  • Input/support government on systems and processes for expanding experiences, lessons learned and know-how on civil service training.

Ensures creation of strategic partnerships with government and development partners

  • Advise the government on how to expand experiences, lessons learned and know-how on civil service training
  • Input/support to develop a partnership strategy;
  • In support of the UCSB, work to identify and build networks with regional and international training institutions in support of government of Myanmar training development;
  • Support to promote partnerships with regional and international learning institutions, including south-south exchange for UCSB.

Impact of Results
The key results have an impact on the success of country programme within specific areas of public administration.  In particular, the results will ensure that UNDP delivers a programme for Public Administration which is relevant for the counterparts and responsive to changes in the country context, and will impact on creationof strategic partnerships in government.

Required Skills and Experience

Education:

  • Master’s Degree, preferably Public Administration or International Development, or a related field.

Experience:

  • At least 2 years of professional experience in international development, international business, or public sector governance;
  • Knowledge of issues relating to good governance and the public sector is an advantage;
  • Experience facilitating and interpreting at meetings or trainings in Myanmar and English;
  • Excellent analytical and interpersonal skills including oral and written communication is required.

Language:

  • Fluency in Myanmar and English (both written and spoken) is required.
