Background

UNDP Country Programme in Myanmar (2013-15) aims to promote poverty reduction and sustainable development that are rights-based, gender-sensitive, inclusive and equitable by strengthening institutional capacity of national and local governments and non-state actors.  UNDP’s Programme in Myanmar focuses on three areas: local governance, disaster resilience and environmental governance and democratic governance.

Pillar II focuses on strengthening capacities at local, regional and national level to manage and utilize natural resources in a sustainable way, and to enhance resilience and adaptive capacity to long-term climate change including variability impacts and to reduce the associated risk of natural disasters.

UNDP Disaster Risk Reduction Project is under the Pillar II of the Country Programme and aims to build disaster resilient communities by enhancing the country’s disaster risk management institutions, systems and networks. The project sets out to build preparedness, mitigation, recovery capacities of communities, the civil society and local and national institutions to manage the impact of disasters, as well as the capacity to incorporate DRR into development planning.

UNDP has been collaborating with the respective government departments and DRR agencies in Myanmar to strengthen the institutional, technical capacities and coordination network in DRR. UNDP is the current chair of the Disaster Risk Reduction Working Group (DRR WG), comprising of 53 agencies including the UN, international NGOs, local NGOs and professional organizations working for DRR. DRR WG is led by an eleven-member-strong Steering Committee (SC). Disaster Risk Reduction Working Group conducted a situation analysis in 2013, based on which DRR WG has developed the Strategic Framework (2014-2018) and the work-plan for 2014. Six Technical Task Forces (TTF) were also formed to implement each component of the Strategic Framework.

UNDP identifies to recruit a DRR Coordinator to oversee, manage and strengthen the multiple linkages between its responsibilities as a chair of the DRR WG and those of its Disaster Risk Reduction Project, actively reaching out to all stakeholders.

Duties and Responsibilities

Under the supervision and administrative guidance of the Programme Analyst (Disaster Risk Reduction) of UNDP, the DRR Coordinator will be responsible for the following tasks relating to the DRR WG’s day-to-day business as well as to the DRR project itself.

  • Support the team coordinate with different actors in the DRR field including government departments, professional agencies and humanitarian organizations, in particular among working group members;
  • Suport the team organize appointments and meetings, and arrange logistics for the events in coordination with operations;
  • Provide support in coordination and communication among DRR WG members and with relevant government departments at various levels for effective implementation of the strategic work-plans;
  • Support the Steering Committee of DRR WG for functioning of DRR WG, and  participate in meetings when required;
  • Document or support documentation of meetings/events by recording and drafting meeting minutes, compiling reports and facilitating knowledge management;
  • Assist in the stocktaking and handling of project and working group-related information and data;
  • Assist in conducting project and working group related events and activities;
  • Prepare correspondence to coordinate with other agencies, stakeholders and counterparts for DRR WG and project, including translation when required;
  • Support and make necessary arrangement for workshops, regular meetings and events;
  • Support team leader, programme analyst and international specialists carry out project-related tasks;
  • Provide translation/ edit translation of the documents;
  • Support the team with regard to knowledge management;
  • Support the team drafting media materials, in collaboration with the UNDP communications team.

Impact of Results:

  • DRR-related coordination is ensured through correspondence, communications, documentation accurately and timely;
  • DRR-related knowledge management with a focus on best practices and success stories is ensured, draft media materials are available accurate and on time;
  • DRR-related deliverables include minutes, monthly reports on work plan implementation, and reports on technical task force activities;
  • DRR-related deliverables are available/implemented: Organization of workshops and conferences
  • UNDP is represented in relevant meetings and the UNDP representation is adequately backed up;
  • Materials are proof read in English and Myanmar languages.

Required Skills and Experience

Education:

  • Secondary school degree, Diploma in social sciences, public administration, development studies, or related fields in social science or development and/or a certified training in the DRR context would be considered as a plus.

Experience:

  • Minimum seven (7) years of professional experience in coordination, capacity building, disaster risk reduction;
  • A proven record of working in an inter-agency network is considered as an asset;
  • Working experience in international organizations and UN agencies is considered as an advantage;
  • Ability to work with a team and to take initiative;
  • Proficient in using the prevalent computer applications (word processing, presentations, email, etc.);
  • Self-motivated, ability to work with minimum supervision;
  • Good communication and interpersonal skills, team oriented work style;
