Background

To realize the vision of Ethiopia’s Growth and Transformation Plan, and the role that a growing and dynamic private sector can play in its achievement, the Ministry of Urban Development and Construction and the Federal Micro and Small Enterprises Development Agency (FEMSEDA), in partnership with the United Nations Development Programme (UNDP) Ethiopia, launched the Entrepreneurship Development Programme (EDP) in February 2013. The goal of the EDP is to foster the emergence of a robust and competitive private sector through the development of the micro and small enterprise (MSE) sector.  EDP established the Entrepreneurship Development Centre (EDC), a semi-autonomous organization, to spearhead the implementation of innovative entrepreneurship skills training and customized business development services to new and existing MSEs in the country.

EDC is seeking the service of a qualified professional to assume the role of Gender and Business Programme Manager. The Gender and Business Programme Manager will be responsible for integrating gender sensitive approaches for the EDP implementation and propose initiatives that will mainstream gender into all activities. The Gender and Business Program Manager will improve EDP effectiveness and sustainability by ensuring a gender strategy is in place that promotes women entrepreneurship and supports the development of profitable women owned businesses. In addition, the strategy will provide women with an increased access to business opportunities as it relates to entrepreneurship and identify and mitigate gender-specific risks. The Gender and Business Program Manager will work closely with EDP staff to complete a gender analysis on issues affecting women entrepreneurs, including their limited access to business opportunities. This analysis will facilitate the design and implementation of the gender strategy.

Duties and Responsibilities

Sope of Work 

Overall Objective

The incumbent will ensure that the programme fully integrates the above considerations into the EDP implementation and strategy design to promote positive outcomes for women entrepreneurs. In addition, the Gender and Business Programme Manager will ensure that gender outcomes are measured within the project monitoring and evaluation framework. As a result of this work, the programme should have a solid gender strategy in place in order for EDC to promote positive gender outcomes for women entrepreneurs.

The specific duties of the Gender and Business Programme Manager will include the following but not limited to:

  • Ensure that gender is analyzed and incorporated into the implementation of EDP interventions;
  • Design and implement a strategy based on a gender needs analysis, ensuring that the gender strategy is integrated into the EDP work plan;
  • Utilize the established EDP indicators to measure the effectives of the gender strategy;
  • Utilize the EDP monitoring and evaluation plan to ensure gender disaggregation;
  • Advise EDC staff on strategies that promote positive gender outcomes on entrepreneurship, access to finance, and other key focus sectors within entrepreneurship and business development;
  • Work with EDC staff to mainstream gender in tools, training and sensitization curricula to ensure that EDP activities promote positive gender outcomes (E.g. producing training guides that address key gender-related challenges);
  • Strengthen the capacity of EDC staff to design and conduct training for project staff and stakeholders in a gender sensitive manner;
  • Prepare gendered perspective inputs for EDC quarterly progress reports that will include sex disaggregated data;
  • Develop documents that will contribute towards enhancing gender mainstreaming efforts in EDC and could be shared with organizations promoting entrepreneurship;
  • Perform other tasks and activities to be assigned by the CEO.

The Gender and Business Programme Manager will work at the EDC office in Addis Ababa under the direct supervision of the EDC CEO and in close collaboration with other project personnel such as UNDP Country Office and other stakeholders.

Competencies

Functional Competencies:

  • Strong understanding of economic development, particularly gender and entrepreneurship;
  • Skills in qualitative and quantitative methodologies;
  • Good understanding of the government’s rules, regulations and procedures related to business start-up and business development;
  • Knowledge of launching, supporting or managing private businesses;
  • Strong interpersonal and presentation skills;
  • Strong organizational skills and attention to detail;
  • PC literate, particularly with Microsoft PowerPoint, Excel and Word;
  • Energetic, creative, and ability to develop awareness with stakeholders.

Required Skills and Experience

Education:

  • Post-graduate degree in gender and development, economic development or other related fields.

Experience:

  • At least 7-years work experience in relevant field i.e. gender mainstreaming, women in business, gender analysis and gender and entrepreneurship;
  • Extensive experience developing, maintaining and delivering gender related activities is required;
  • Experience conducting gender assessments and developing gender indicators;
  • Expertise in gender analysis, strategic planning and integrating gender balance into project design and management;
  • Experience working with public sector partners is highly desired;
  • Experience with launching, supporting or managing a profitable private business;
  • Prior experience with development programmes is an additional asset.

Language:

  • Excellent written and spoken English and Amharic.
