Background

Office of Human Resources shall enter into a non-exclusive long term agreement (LTA) with the selected consultant and shall provide specific deliverables and time frames for each task, as and when required.

 Prospective individuals are requested to take note of the following:

  • Long Term Agreement is a mutual arrangement between UNDP and an individual to provide the required services at prescribed prices or provisions over a period of 36 months;
  • UNDP reserves the right to rescind the agreement during that period should performance of the consultant not meet its requirements.

Under a Long Term Agreement, UNDP does not warrant that any quantity of services shall be purchased during the term of this agreement. Where a request for services arises, UNDP shall directly contract the consultant based on its need to carry out those activities. A specific Term of Reference (TOR) outlining the outputs for each assignment shall be provided and an Individual Contract (former SSA) would be issued to the consultant, detailing the time frame.

Under the direct supervision of the HR Advisor, Organization Design Unit (ODU) part of Integrated Talent Management (ITM), Office of Human Resources.

Applicants who pass the technical evaluation but not selected for this contract may be included in ODU/ITM/OHR’s roster for future consultancies.  Those selected for inclusion to the roster will be notified.

Duties and Responsibilities

The consultant will provide job design and evaluation services for ongoing casework managed by UNDP.

Under the direct supervision of the HR Advisor, Organization Design Unit (ODU) part of Integrated Talent Management (ITM), Office of Human Resources, the consultant will:

  • Review requests for post classification and make grading recommendations;
  • Positions to be classified include UNDP international and support positions as well as positions submitted by UNDP Country Offices for classification;
  • The review will include an evaluation of functional responsibilities, work interrelationships, and organizational congruence, utilizing the International Civil Service Commission (ICSC) classification standards of New General Service standard (Master Standard and Grade Descriptors) for classification of General Service positions, and Job evaluation system (Master Standard and Grade Descriptors) for classification of professional and higher categories positions;
  • The consultant(s) will also provide advisory services on job design and evaluation as required;
  • The consultant(s) will support on-going ODU-ITM policy work as requested;
  • This includes review of and commenting on ODU documents, participation in complex special projects (including follow up/continuing support to Structural Review implementation.); identifying potential analytics for workforce measurement (e.g. extending principles of D2 review to other functions);
  • Estimated time needed for special projects will be agreed beforehand with the HR Specialist;
  • Grading recommendation will be made within 3 days of receipt from ODU-ITM. The response time assumes complete submissions and timely response on needs for clarification.

Required Skills and Experience

Education:

  • Advanced University degree in the Social Sciences, Business Administration, Public Administration, Organization Psychology, Psychology, Sociology, Economics, Development Economics, International Relations, Human Resources Management or Organization Development.

Experience:

  • At least 10 years relevant experience in human resources management, with at least 5 years of experience in the field of Organizational Design and classification;
  • Superior knowledge/experience with ICSC job evaluation standards for and their application across the UN common system.

Language:

  • Fluency in English;
  • Proficiency in French desirable.

Method: Cumulative Analysis

When using this weight scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Response/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria weight: 70 points
Financial criteria weight: 30 points
Only candidates obtaining a minimum of 49 (70%) points on technical part will be considered for the financial evaluation.

Technical evaluation:

  • Advanced University degree in the Social Sciences: Business Administration, Public Administration, Organization Psychology, Psychology, Sociology, Economics, Development Economics, International Relations, Human Resources Management or Organization Development (5 points);
  • At least 10 years relevant experience in human resources management, with at least 5 years of experience in the field of Organizational Design and classification (25 points);
  • Superior knowledge/experience with ICSC job evaluation standards for and their application across the UN common system; ability to provide OHR/UNDP with both highest level of authoritative advice on compliance as well as recommendations for evolving structures and roles (40 points).

 Financial evaluation:

  • The following formula will be used to evaluate financial proposal: p=y (µ/z);
  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

 Reporting:

  • The consultant shall report to ODU -ITM Project Manager.
