Background

In the context of global counter-terrorism, the United Nations Office on Drugs and Crime (UNODC) is mandated to provide assistance to requesting countries in their efforts to address the legal and criminal justice aspects of countering terrorism.

In Nigeria, UNODC is an active partner in the country’s efforts to address the challenges of organised crime, drug abuse and terrorism.

In partnership with and guided by the Nigerian authorities, UNODC has been implementing a technical assistance programme funded by The European Union entitled “Nigeria-EU-UNODC-CTED Partnership on Strengthening Criminal Justice Responses for Multidimensional Security” under the overall framework of the UNODC Country Programme for Nigeria and the UNODC thematic programme on terrorism prevention. UNODC is leading its implementation, jointly with the national stakeholders, in partnership with CTED and other potential partners.

The overall objective of the partnership programme is to support Nigeria to strengthen its criminal justice responses to terrorism. Accordingly, it is expected to help enhancing the implementation of counter-terrorism legislation and good practices in accordance with the rule of law and with due respect for human rights; strengthening national capacity in international cooperation in criminal matters related to terrorism and in further development of the national legal framework against terrorism. Accordingly, the provision of substantive expertise in specialised areas is required.

Duties and Responsibilities

The Individual Contractor will carry out the following tasks under the supervision of the Project Coordinator:

  • Provide specialized expertise for designing and implementing specialized training activities (workshops, seminars, training of trainers and other pertinent activities) for judges and/or magistrates in Nigeria, and covering topics such as fair hearing, case-management and witness handling in court;
  • Participate in the conceptualisation and delivery of training activities (workshops, seminars, train of trainers, and other pertinent activities);
  • Support the development of  relevant Training material(s);
  • Provide substantive support for the delivery / conduct of training activities for judges and/or magistrates in Nigeria;
  • Participate as Nigerian expert-resource person in training of trainers, on-line training provided by UNODC through the Counter-Terrorism Learning Platform (CTLP) and bi-national cooperation workshops focusing on criminal justice responses against terrorism, as required;
  • Participate in meetings with international and national experts, related to training activities, as required.

The expected deliverables include:

  • Conceptualization and delivery of 2 specialized training activities addressed to judges and/or magistrates in Nigeria (focus: adjudication of terrorist offences as per national legislation) (includes: Substantive presentations);
  • Relevant training materials and support documents;
  • Reports on 2 specialized training activities, including a section on identified topics for follow-up training that could be developed jointly with relevant training entity in Nigeria;
  • Report analysing and including inputs for training curriculum for judges on counter-terrorism (National Judicial Institute).

Under the overall guidance of the UNODC Country Representative for Nigeria and the Chief of the Implementation Support Section II of TPB, the Individual Contractor  will perform his/her functions working under the coordination and supervision of UNODC’s Terrorism Prevention Branch (TPB) Programme Officer in-charge of Nigeria.

Within the general framework of this TOR, the Individual Contractor will be asked to undertake specific tasks as and when required.

The specific work assignments and the work days to be remunerated for them will be conveyed in written communication, based on consultations between the Individual Contractor and the concerned UNODC officials (CONIG and TPB).

For planning purposes, it is estimated that a maximum of 35 work days are required (from September to December 2014). This will be reassessed as the details of UNODC’s programme implementation are further elaborated and refined with the national authorities.

The Individual Contractor  will work from his/her own facilities. As required, UNODC will provide to the relevant substantive files and material.The consultant will undertake travel as requested and authorized by UNODC.

Competencies

Functional Competencies:

  • Expertise in the justice sector in Nigeria (particularly work with the Federal High Court, Court of Appeal and/or the Ministry of Justice);
  • Good knowledge and ;understanding of national and international counter-terrorism legal instruments, including Nigeria’s Terrorism Prevention Act (2011) as amended (2013);
  • Expertise in training of trainers activities, especially activities addressing judges and/or prosecutors in Nigeria;
  • In-depth  knowledge of the Nigerian criminal justice system and the work of the Federal High Court and the Court of Appeal;
  • Excellent knowledge of the social, political and economic situation of Nigeria;
  • Ability to work in a multi-cultural environment;
  • Excellent written and oral communication skills;
  • Good reporting and presentation skills;
  • Ability to multi-task whilst work independently, and deliver quality outputs;
  • Keen understanding of relevant socio-political contexts;
  • Excellent analytical and communication skills.

Required Skills and Experience

Education:

  • A University degree in Law, Social Science, or other related field of studies;
  • Certified professional training from a recognized international/national judicial training entity with specialization in training of trainers methodology is highly desirable.

Experience:

  • 15 years of relevant work experience in the justice sector in Nigeria including considerable years of experience as a judge of the Federal High Court and/or Court of Appeal;
  • experience as public prosecutor and/or Commissioner for Justice;
  • Experience as a trainer in programme(s) at national and/or international level focusing on capacity building for judges and prosecutors is highly desirable;
  • Prepare support documents for and reports on training activities as required;
  • The quality and appropriateness of specialized expertise delivered;
  • Qualitative documentation and report
  • Timeliness in completion of assignments as confirmed in writing by UNODC.

Language:

  • Fluency in English, with a working knowledge of some major Nigerian language is an advantage.
