Background

Labour migration from Ethiopia mainly to Arab countries dates back to the late 1980s, but, there has been a massive influx in the last 10 years. Women constitute a higher proportion of migrants as they are considerably more in demand for domestic work. According to Ministry of Labour and Social Affairs (MoLSA), annually about 200,000 domestic migrant workers of which 90 % are women migrate through legal routes or legal channels.

Over the past years, the outflow of Ethiopians using irregular route has been steadily increasing. As reported by different humanitarian organizations, the number of stranded migrants has now reached an alarming rate.Women and girls are particularly vulnerable to trafficking and irregular migration as they might accept any employment offer even if it entails risks. Moreover, many families put pressure on them to accept job offers in order to benefit from financial support/remittances once they are employed overseas.

In Ethiopia push factors that spur migration among other issues include:  poverty, low income, unemployment, and family/peer pressure, gender discrimination (for female MDW) and other factors. These factors are usually brought about by a mismatch between the rapid population growth and the available resources, high demand to technology, employment and jobs. The pull factors entail perceived opportunity for a better quality of life for them and their families and high income.

Duties and Responsibilities

The major focus of this study will be an in-depth analysis of the migration trend and nature of female migrant domestic workers migrating from Ethiopia to the GCC State, Lebanon and Sudan. It also involves generating baseline information on the trend and nature of migration of female MDWs and on the contribution of remittance by migrant domestic workers to national development.

 Therefore, the study should take in to consideration the following issues but not limited to:

  • Communicating with and exploring views and  initiatives of  all relevant governmental institutions (at federal and regional level) and stakeholders such as   Civil Society Organizations and Private Sectors and Agencies working in the area of migration  and   community at different level ( youths, adults, male and female returnees and aspiring youths and school community;
  • Identifying the issue of Ethiopian domestic workers migrating to the GCC states, Lebanon and also to North and South Sudan in the hope of eventually reaching Egypt and beyond including their challenges and the recommendations to address the challenges;
  • The magnitude and trend of migration by female migrant domestic workers over the past five years, a  detail analysis of the push and pull factors  for women and also for men  for comparative  analysis and their situation in sending and receiving countries;
  • Analyze the attitude, behavior and knowledge of the overall community including aspiring and returnee MDWs in selected regions with regard to migration;
  • Assessing  ‘attitude’ of the community towards the challenges faced by MDWs and what they believe need to be done by involving communities (male, female, youth and school community) in migration prone areas/regions Amhara, Oromia, Tigray, SNNP and the two city Administrations (Addis Ababa and Dire Dewa City Administrations);
  • Providing a comprehensive analysis of labour and human rights challenges affecting MDWs in receiving countries. And also provide an analysis of the coping mechanisms used by female MDWs against the identified labour and human rights abuses in destination countries;
  • Gathering data on  the number and background of women  who migrated for domestic work from Ethiopia especially from migrant prone areas, including the number of days it takes to process application and the cost (regular and irregular migration).

Competencies

Functional Competencies:

  • Proven track record of working on gender, migration and labour issues and studies on the same areas;
  • Excellent report writing and communication skills;
  • An in-depth knowledge of the gender and development and human rights issues in the country and available gender mainstreaming strategies and tools is mandatory;
  • Ability to conceptualize and analyze problems and to identify key issues and underlying action oriented recommendation;
  • Ability to establish and maintain productive relationships with partners and other stakeholder’s;
  • Demonstrates substantive and technical knowledge to meet requirements of the consultancy service  with excellence;
  • Responds positively to critical feedback and differing points of view.

Required Skills and Experience

Education:

  • Master’s degree in international relations, human rights, law, Gender and Development or other related fields with the component of migration related issues.

Experience:

  • Proven record of a minimum of 7 years expertise on conducting gender sensitive (inclusive) survey on migrant domestic workers or migration related issues;
  • Having evidences that show the prospect has conducted and developed survey and reports on at least 1 study in the area is mandatory;
  • Capacity to communicate fluently with different stakeholders (civil society, government authorities, local communities, project staff); and
  • Full command of Microsoft applications (word, excel, PowerPoint) and data encoding software’s.

Language:       

  • Excellent knowledge of written and oral communication in English and Amharic, including the ability to set out a coherent argument in presentations and group interactions.
