Background

These projects aim to enable Lebanon to prepare, produce and disseminate its Third National Communication (TNC) and Biennial Update Report (BUR) to the Conference of the Parties (COP) of the UN Framework Convention on Climate Change (UNFCCC) according to Decisions 17/CP.8, 2/CP.17 and other guidance provided, in order to fulfill Lebanon’s commitments as a Non-Annex 1 Party to the Convention.

The Climate Change team at the Ministry of Environment has already completed the Greenhouse Gas (GHG) emission inventory of the Energy sector, as part of the Third National Communication (TNC). In order to meet Lebanon’s reporting commitments to the UNFCCC, the consultant will be responsible for preparing mitigation options to reduce emissions from energy production and consumption in Lebanon by substituting fossil fuel by natural gas and identifying existing initiatives undertaken by the public and private sector to reduce emissions.

Duties and Responsibilities

The purpose of the consultancy is:

  • Prepare mitigation options to reduce GHG emissions from thermal energy production by the government and the industrial sector in Lebanon by substituting fossil fuel by natural gas;
  • Compile information related to existing mitigation actions undertaken by the government and private sector to reduce energy related GHG emissions during the last 10 years.

General tasks

The tasks mentioned below shall be performed in close cooperation with the UNDP/Climate change team and the Ministry of Environment.

The Consultant shall be responsible for carrying out all the necessary data collection work and investigations (including interviews if needed) to compile information and data required for the work.The UNDP/Climate Change team, along with the Ministry of Environment, will assist in providing the Consultant with all available documents available in this subject.

The tasks involved will cover the following items:

  • Task 1. Preparation of the mitigation options analysis for energy production;
  • Task 2. Compilation of information related to mitigation actions in the energy sector.

  • Ability to meet deadlines and prioritize multiple tasks.

Required Skills and Experience

Education:

  • University degree (at the Masters level) in environment or electrical/ mechanical/ industrial/ chemical sciences/engineering or closely related fields. PhD will be considered as an asset.

Experience:

  • Local relevant experience of not less than 5 years;
  • Extensive knowledge of and experience in energy and national policies;
  • Previous experience in preparation of studies, reviews, sectoral recommendations;
  • Knowledge of IPCC GHG calculation model and guidelines, Good Practice Guidelines (GPG) in National GHG Inventories is a plus.

Language:

  • High proficiency in Arabic and English languages.
