Background

The United Nations Development Programme, in partnership with the Ministry of Energy and Water, has initiated the fourth phase of the CEDRO (Communitiy Energy Efficiency and Renewable Energy Demonstration Project for Lebanon) Programme (CEDRO 4) funded by the European Union.

The CEDRO 4 project aims to implement several renewable energy and energy efficiency tasks for private sector end-user in order to assist in achieving the renewable energy and energy efficiency targets of the Government of Lebanon and the Ministry of Energy and Water. CEDRO’s objectives also address the issue of climate change through green-house gas (GHG) mitigation and enhancing the security of supply through increased dependence on national and natural resources, the reduction of energy use, and the diversfication of the energy mix.

Within this context, an individual consultant is required for the drafting of a strategy for street lighting in Lebanon. An in-depth analysis and assessment of various street lighting options currently in use in Lebanon is required, along with prospects and barriers of various current and possible future options.

Duties and Responsibilities

The UNDP-CEDRO project is seeking an individual consultant to assess the various street lighting technologies that are currently in use (or can be in use in the future in Lebanon), taking the current existing street lighting infrastructure of Lebanon, such as the presence of blackouts, into account.  The objective of the consultancy is to complete an assessment of the existing and the different possible street lighting technologies from technical and financial perspectives, as well as to undergo a comparative environmental assessment for each of the solutions, for a better understanding of the prospects and barriers of various street lighting solutions for Lebanon that can best reduce energy demand in this sector and provide power in times of blackouts. Recommendations for best practices and/or technologies must be given.

The expected tasks for this assessment are as follows:

  • Task 1:Collect data and information on existing street lighting installations in Lebanon;
  • Task 2: Analyse the various street lighting solutions and undergo a technical, financial, and environmental feasibility for each possible solution;
  • Task 3: Draft necessary reforms and set recommendations to implement and integrate optimum street lighting solutions that consider the current Lebanese context.

  • Different skills including but not limited to, Renewable Energy and Energy Efficiency, Economics, and/or other skills related to fields in this contract;
  • Working on at least one major project in fields related to the contract.

Required Skills and Experience

Education:

  • Advanced degree in Mechanical Engineering, Energy, Energy economics, or a related field;
  • Masters’ degree is a plus.

Experience:

  • At least 7 years of relevant experience in Renewable Energy and Energy Efficiency;
  • Proven experience in project management and proficiency in project management tools is required;
  • Experience in lighting is an asset.

Language:

  • Fluent English (Arabic and French are an asset).
