Background

Land release operations are conducted by demining organizations accredited in Tajikistan in accordance with requirements of National Mine Action Standards (NMAS), which take roots from the International Mine Action Standards (IMAS).

There are number of internal and external issues to address land release and mine action management related activities within Tajikistan Mine Action Programme (TMAP) that are not yet covered by the available NMAS and other related documents. In order to have a complete and comprehensive package of documents that support effective coordination and management of land release related activities it is required to develop the Standard Operational Procedures (SOP) for TNMAC. This process however requires involvement of the International Consultant.

The SOPs will support TMAP in implementation of the Article 5 of Antipersonnel Mine Ban Convention (Ottawa convention) and ERW Protocol 5 commitments compliant to NMAS. They will also allow enhancement of internal and external operational procedures within TMAP, improvement of operational risk management and mitigation and set up framework for meaningful national participation in mine action and development planning, prioritization, implementation and reporting procedures for Land Release, MRE and VA.

Duties and Responsibilities

The Consultant will develop the SOP in close collaboration and cooperation of TNMAC, UNDP Support to Tajikistan Mine Action Programme (STMAP) Land Release Advisor as well as the Chief Technical Advisor of UNDP STMAP. UNDP will provide logistical support, including arrangement of workshops and meetings with key government non-government stakeholders.

The Consultant will be responsible for the following tasks under the assignment:

  • Analyze existing procedures, legal and regulatory framework for mine/ERW action;
  • Describe and assess existing institutional framework for mine/ERW action;
  • In coordination with TNMAC, identify relationship between TNMAC, Implementation Agencies (IA) and National stakeholders, define the required working process and procedures within TMAP and describe thus procedures in text and process map format;
  • Provide recommendations on the procedures and processes for effective project implementation;
  • Analyze the traditional mine action management practices and techniques;
  • Facilitate consultations on cooperation with mine/ERW stockholders in Tajikistan;
  • Consult with all Demining Agencies having presence / programming in Tajikistan on development of SOP and processes for the needs of the TMAP;
  • Lead the organization of a workshop involving the main mine action/ERW stakeholders to discuss drafted SOPs and process maps;
  • Provide assistance during the stakeholder meetings/workshops to ensure useable results;
  • Consolidate the recommendations of the stakeholders into the procedures and processes with clear division of responsibilities within TMAP.

Required Skills and Experience

Education:

  • Master Degree or Equivalent in international relations, Political Science, Economical Science or other social science.

Experience:

  • Not less than 5 years of experience in capacity development, planning, monitoring, and consulting in areas related to mine action;
  • Substantive experience with development project implementation, proposal development, monitoring and evaluation.

Language:

  • Fluency in English.
