Background

UNDP Country Programme (2013-17) is aligned with the Government of India’s Twelfth Plan priorities and seeks to improve the effectiveness of national programmes and policies for disadvantaged regions and groups especially women, Scheduled Castes, Schedule Tribes, minorities, displaced persons and persons with disabilities.  UNDP’s partnership with the Ministry of Rural Development (MoRD) under “Governance and Accelerated Livelihoods Support” aims to strengthen the effectiveness of key Ministry programmes by providing:

  • (a) technical assistance to the state government and NGOs in Chhattisgarh, Jharkhand and Odisha to improve sustainable livelihoods with linkages to Panchayati Raj Institutions for governance in focus districts;
  • (b) policy advice and technical assistance to the Ministry and the state governments to help improve the efficiency, accountability and inclusiveness of National Rural Livelihoods Mission and the Mahatma Gandhi National Rural Employment Scheme; and
  • (c) policy advice and technical assistance to the Ministry and state governments to help “green” select schemes.

The technical assistance to improve sustainable livelihoods in focus districts is anchored with the National Rural Livelihoods Mission (NRLM) under the guidance of the Mission Director.  To spearhead the efforts in this direction in the states, the position of a State Mission Manager/Team Lead has been envisaged at the state level within the State Rural Livelihoods Missions (SRLMs) in the states of Chhattisgarh, Jharkhand and Odisha.

Towards this, UNDP is looking for a dynamic individual for the position of State Mission Manager/Team Lead, SRLM.

Summary of Key Functions:

The State Mission Manager/Team Lead, SRLM will work under the supervision of CEO, SRLM within the overall guidance of the Mission Director, NRLM and Programme Analyst, UNDP.

The incumbent will primarily be responsible for providing leadership to the team of high quality professionals in the State Mission Management Unit and programme management in the state, working in close coordination with the CEO-SRLM and the National Mission Management Unit (NMMU).

S/he will undertake any other task assigned by the CEO-SRLM, Mission Director, NRLM and Programme Analyst, UNDP.

Duties and Responsibilities

Under the direct supervision of CEO, SRLM and the guidance of the Mission Director, NRLM and Programme Analyst, UNDP, the State Mission Manager/Team Lead – SRLM will:

Leverage resource mobilization /human resource, build and nurture effective sensitive support teams at various levels in the state;

  • Facilitate SRLMs in their HR Management including communitization at various levels within the SRLMs and the Community Institutions;
  • Arrange Capacity Building Support to the staff of SRLM and Communities (members, leaders, cadres and institutions) at multiple levels in various ways.

Facilitate Capacity Building for staff, community and other stake holders with involvement of PRIs, CBOs and NGOs, etc.

Facilitate SRLM in developing and fine-tuning programme strategies for social mobilization and institution building, financial inclusion and livelihoods based on learning from pilots;

Facilitate institutionalization of partnerships with resource agencies, public and private sectors and with other stakeholders involved with SRLM;

  • Provide support to SRLMs to build and develop partnerships with NGOs, CSOs, CSR Organizations, etc. in various capacities,
  • Facilitate SMMU in developing guidelines and protocols of institutional partnerships.

Facilitate SRLM in Managing Convergence:

Provide support in developing strategies, systems and procedures and institutionalize regular practices of sharing information and reviews at state level.

Facilitate SRLM to operationalize various systems including FM, Procurement, M&L, MIS, ICT and learning systems including baseline and thematic studies, process monitoring, and community monitoring.

Coordinate all systems related work between NMMU and SRLM in terms of guidelines, partnerships, implementation, etc.

Facilitate Perspective and Annual Action Plan Processes in SRLM, Periodic Missions to States, etc.

Support troubleshooting during implementation.

Perform any other related tasks consistent with the level of the post and/ or assigned by the CEO-SRLM, Mission Director- NRLM, and Programme Analyst- UNDP.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Science, Engineering, Technology, Management, Agriculture, Veterinary Science, Dairying, ICT, Economics, Social Sciences, Political Science, Development Studies or related fields.

Experience:

  • More than 15 years of experience in the development sector at the international, national or state level with minimum 10 years of relevant experience in (Hands-on) design and implementation of large development/livelihoods projects;
  • Design of knowledge management and communication systems;
  • Conducting studies and assessments in the areas of rural development including  thematic studies, poverty studies, studies on financial inclusion & livelihood promotion, and studies involving community based institutions;
  • Coordination and facilitation of senior, complex teams;
  • Providing management advisory services;
  • Experience of working in conflict areas and issues would be an asset;
  • Proficiency in MS-Office, especially Word, Excel and PowerPoint;
  • Strong facilitation skills.

Language:

  • Proficiency in spoken and written English and State/Local Language (Ranchi, Jharkhand).

Travel:

  • Willing to travel.

Note:

  • Remuneration package is Rs. 145,983/- per month (taxable).
