Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security. The fundamental objective of UN Women is to enhance national capacity and ownership to enable national partners to formulate gender responsive laws and policies and to upscale successful strategies to deliver on national commitments to gender equality.

UN Women’s focus is on six thematic priorities:

  • (1) Women’s increased leadership and participation in the decisions that affect their lives;
  • (2) Increased economic empowerment of women, especially of those who are most excluded;
  • (3) Prevention of violence against women and girls and the expansion of access to victim/survivor services;
  • (4) Gender equality and women’s leadership in peace, security and humanitarian responses;
  • (5) The promotion of institutional accountability to gender equality through gender-responsive national planning and budgeting processes; and
  • (6) A comprehensive set of global norms, policies and standards on gender equality and women’s empowerment that is dynamic, that responds to new and emerging issues, challenges and opportunities, and that provides a firm basis for action by governments and other stakeholders at all levels.

The goal of UN Women’s presence in Cambodia is to support the achievement of gender equality and women’s empowerment and the promotion and protection of women’s human rights. Ending violence against women and girls (EVAW/G) has been identified by UN Women as a key primary focus area in Cambodia and UN Women is contributing to national priorities to end all forms of violence against women.   Working with key partners, UN Women seeks an expansion in services, and the adoption and implementation of laws, policies and strategies that respond to and prevent VAW/G. In Cambodia, UN Women focuses on a number of key areas, including support for the formulation of new policies, the generation of knowledge, and strengthening coordination and accountability on EVAW/G. To achieve these goals, UN Women works with a range of stakeholders. For example, UN Women supported the Royal Government of Cambodia (RGC) to review Cambodia’s 2009-2012 National Action Plan to Prevent Violence against Women (NAPVAW) and to formulate the new NAPVAW through a multi-stakeholder participatory process – which is to be implemented from 2014-2018.

Currently, the EVAW programme is the largest programme of UN Women-Cambodia Country Office (CCO) and is expected to grow over the coming years. This will include anticipated increases in UN Women’s support for the implementation of the new NAPVAW and support to strengthen EVAW/G coordination at the national and sub-national levels. UN Women will continue to support the generation of credible and reliable evidence on VAW prevalence in partnership with the government and other UN agencies, and the development of VAW prevention strategies. Capacity building is infused into all areas of UN Women’s support to Government and civil society partners on EVAW/G. Additionally, UN Women facilitates robust learning, knowledge sharing and bridges EVAW/G efforts at the local, regional and global levels, establishing links for the purposes of advocacy and communications.  Strategic approaches to EVAW/G in Cambodia are needed as a platform to bring international debates and standards to the local level while ensuring that local partners are equipped with the capacity and opportunity to engage in global dialogues and policy processes. In the immediate future, with the culmination of the MDGs-period in 2015 and the 20th anniversary of the Beijing Platform for Action, UN Women intends to support the RGC and civil society to be at the centre of information sharing and public dialogues, especially on EVAW.

The scope of work of the EVAW/G Programme Manager in the CCO requires demonstrated experience and in-depth understanding of women’s rights, VAW issues, programme planning and implementation, and monitoring and evaluation, to translate UN Women's strategic plans into effective programmes and results.  It also requires developing mutually reinforcing partnerships with the Royal Government of Cambodia, UN organizations, donors and CSOs.

Under the overall supervision of the UN Women Cambodia Representative, s/he is expected to provide key technical support and guidance to government and civil society on the design and implementation of EVAW/G policies and programmes in Cambodia; substantive leadership and management of the CCO EVAW programme; and advise the UN Women-Cambodia Country Representative on EVAW/G-related policies and programming, drawing on best practices and lessons from other country contexts.  The EVAW/G Programme Manager will assess options to enable enhanced implementation of the CCO EVAW programme; build strategic partnerships and networks in Cambodia with the aim of supporting systematic and innovative growth of the EVAW programme; and actively engage implementing partners and stakeholders in capacity building and knowledge sharing initiatives to strengthen the implementation of EVAW policies and programmes in Cambodia.

Duties and Responsibilities

Summary of Key Functions:

  • Ensure support to the Royal Government of Cambodia and other Stakeholders to strengthen, formulate and implement policies on EVAW/G;
  • Undertake day to day management, strategic guidance and leadership of the CCO EVAW Programme;
  • Facilitate advocacy and partnership development with key stakeholders, regional and international actors and development partners;
  • Facilitate Knowledge Exchange and Information Management with a strong emphasis on evaluation.

Under the supervision of the UN Women Cambodia Representative, the Programme Manager has the following tasks:

Ensure support to the Royal Government of Cambodia (RGC) and other Stakeholders to strengthen, formulate and implement policies on EVAW/G by focusing on achievement of the following results:

  • Provide technical assistance to the Ministry of Women’s Affairs for implementation of the 2nd NAPVAW: including establishing and maintaining effective monitoring and evaluation frameworks to capture results, best practices and lessons learned for adjustments in implementation and for policy development;
  • Provide technical support to national counterparts (including line ministries) to enhance their capacity and contribution to the implementation of the 2nd NAPVAW: in particular, on response services for victims and survivors of VAW, access to justice for women, law enforcement and police response to VAW;
  • Provide guidance on the development of national EVAW/G coordination systems, drawing on best practices relating to EVAW/G policies, programmes and innovations from other country contexts.  Support the leadership of the RGC’s coordination mechanisms to foster the wide involvement of stakeholders from government, civil society and development partners in coordination initiatives (with an emphasis on NGOs, and national and local authorities);
  • In collaboration with the MOWA, assess needs and design capacity building initiatives to enhance accountability on EVAW/G, and to increase coordination effectiveness.  Present trainings and workshops and undertake field missions for this purpose, as appropriate.

Undertake day to day management, strategic guidance and leadership of the CCO EVAW Programme by focusing on achievement of the following results:

  • Ensure strategic focus, result orientation and effectiveness and efficiency of the overall EVAW programme: including leading and supervision of staff and consultants; taking appropriate action for recruitment of human resource as needed; ensure delivery of program resources in line with UN Women regulations; coordinating timely delivery of high quality narrative and financial reports; overseeing budget management and financial planning; monitoring, documenting and evaluating progress according to the project monitoring plan and take measures to close the gaps;
  • Conceptualise and develop a comprehensive CCO approach to EVAW, addressing both prevention and response dimensions in policy and programme design, including the intersectional ties with crosscutting areas such as poverty, governance, HIV/AIDS, migration, trafficking, sustainable development, and women peace and security etc.  Facilitate relevant consultations with internal/UN and external stakeholders as necessary;
  • Identify and assess options to optimize programme performance and growth: provide timely advice to senior management on strategic programme opportunities, approaches and modalities, and their implications for achieving the RGC’s and UN Women’s priorities on EVAW/G;
  • Liaise with relevant UN Women Thematic Section in the Regional Office and Headquarters, notably those in policy and program divisions for effectively technical support, project management and quality assurance, to ensure adequate provision of services, flow of information and the CCO EVAW Programme compliance with its obligations;
  • Maintain an effective monitoring and evaluation system for delivery and reporting of programme results: coordinate programme outputs and manage timely preparation of quarterly and annual progress reports and organize monthly, quarterly and annual progress reviews, as necessary;
  • Represent UN Women in workshops, conferences and work meetings at national, regional and global level – presenting results achieved by CCO.

Facilitate advocacy and partnership development with key stakeholders, regional and international actors and development partners by focusing on achievement of the following results:

  • Identify new programmatic opportunities and resources for the country office and keep the country office abreast of latest thinking, knowledge and developments in the field of EVAW at national, regional and international levels;
  • Support the building of strategic alliances and partnerships to develop national and regional strategies and initiatives on EVAW/G, including substantive support to the Country Representative on intergovernmental, inter-ministerial and policy development processes relating to EVAW. Additionally, support the Country Representative to negotiate and strengthen strategic partnerships with UN system and agencies to enhance collaboration, resource mobilization and joint programming to influence agenda and priority setting on EVAW/G;
  • Maintain close liaison with relevant donors and provide advice to the Country Representative on seeking and responding to opportunities for resource mobilization and aid effectiveness: including drafting talking points, briefs and speeches/remarks for the Country Representative’s use in resource mobilization and contribute technical inputs on EVAW/G to funding proposals, concept notes, reports, and CCO media and communications materials;
  • Participate in internal corporate programme and policy development including, task forces/working groups, Programme Appraisal Committee and any others as requested.

Facilitate Knowledge Exchange and Information Management by focusing on achievement of the following results:

  • UN and Development Partner coordination on EVAW to strengthen political will and coherence on EVAW, including support to UN Theme Group on Gender and RGC Technical Working Group on Gender Sub-Working Group on Gender Based Violence;
  • Lead the knowledge-building and knowledge sharing at national level and substantively contribute to UN Women regional and global learning networks and knowledge sharing forums;
  • Document lessons learned and recommendations from Cambodia on EVAW/G, to support knowledge sharing and to encourage the replication of best practices;
  • Develop policy briefs, analysis, knowledge generation to inform programme direction and policy discussions and provide updates and reports on progress of the programme as necessary;
  • Ensure visibility to the CCO EVAW programme results, including evaluations, through developing and contributing to communications and knowledge products;
  • Ensure that all information and knowledge regarding operational, administrative and finance issues is available as required.

Impact of Results:

The key results have an impact on the overall success of the UN Women Cambodia EVAW programme and reaching UN Women Strategic Plan goals. In particular, the key results have an impact on the design, operation and delivery of the EVAW programme; creation of strategic partnerships as well as reaching resource mobilization target; facilitate joint coordinated action by multiple stakeholders; and enhancing national and regional knowledge and experience-sharing on ending violence against women initiatives.

The programme will also have impact on the capacity of the CCO to support RGC, civil society and other implementing partners in the design and implementation of strategies and activities on both response and prevention of violence against women in Cambodia.

Required Skills and Experience

Education:

  • Master’s degree in gender, development studies, international relations, or other related disciplines.

Experience:

  • Minimum 7 years of extensive development experience that combines strategic and managerial leadership in gender and women’s issues programming, at the national and international level, some of which in aid development cooperation, preferably in developing countries within the UN system, Agencies, Funds or international organization;
  • 3 years of the seven professional experience in EVAW programme planning and implementation, monitoring, evaluation, reporting and resource mobilization, preferably with UN Women;
  • Sound knowledge of international standards on human rights, women’s rights and related instruments such as CEDAW, SCR 1325 etc.

Languages:

  • Fluency in English is required;
  • Working knowledge of another UN official language is an asset.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
