Background

The Department of Political Affairs (DPA) commissioned a mission to Yemen to support the political transition in the country and oversee the implementation of the UN Security Council Resolution.

Duties and Responsibilities

Under the direct supervision of the Administrative Officer of the OSASG and in collaboration with the team, the Finance and Budget Assistant will perform the following functions:

  • Assist in the implementation of operational strategies;
  • Assist in the preparation and submission of the OSASG budget; Prepare supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements;
  • Assist in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures;
  • Provide timely corrective actions on un-posted vouchers, including the vouchers with budget check errors, match exceptions and unapproved vouchers;
  • Assists managers in the elaboration of resource requirements for budget submissions;
  • Undertake research and provide support to OSASG with respect to budget reviews;
  • Monitor expenditures and compares with approved budget; prepare adjustments as necessary;
  • Review requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds;
  • Monitor integrity of various financial databases;
  • Verify accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued;
  • Co-ordinate with other finance and budget staff on related issues during preparation of budget reports;
  • Ensure that travel claims, MPOs and other entitlements are duly processed;
  • Presentation of information on the status of financial resources (on monthly basis) and as required;
  • Maintenance of the Accounts Receivables for the OSASG projects and recording of deposits;
  • Management of cash receipts and petty cash;
  • Keep up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures;
  • Draft or prepare correspondence to respond to enquiries in respect to relevant financial and budget matters;
  • Maintain and keep up-to-date files;
  • Maintain liaison with the New York office, Executive Office, and other UN agencies regarding on-going accounting and financial matters;
  • Monitors processes and schedules related to the OSASG’s accounting and financial matters;
  • Perform other duties as and when required.

Required Skills and Experience

Education:

  • High school diploma or equivalent with certificate/diploma in accounting or finance;
  • Bachelor’s degree in Business administration, accounting or related discipline is an asset.

Experience:

  • 6 years of extensive experience at the national or international level;
  • Intensive work experience in the operation of complex computerized accounting systems and other finance operations is required;
  • UN experience will be an added advantage;
  • Strong organizational skills;
  • Good computer skills, including hands on experience in computerized accounting systems and related software;
  • Proficiency in various spreadsheets and word processing applications.

Language:

  • Fluency in Arabic and English Languages.
