Background

In the framework of the “Support to General Secretariat of the Supreme Council of Planning and Development (GSSCPD), to oversee the strategic planning priorities of the State of Kuwait” project, UNDP and GSSCPD are working jointly to ensure an enabling and conducive environment for the implementation of the national development plan; and to ensure optimal use of financial funds for this purpose.

GS-SCPD is seeking to recruit an expert with a background in development affairs to work in collaboration with the Office of Her Excellency the Minister of State for Planning and Development, writing, scrutinizing, and researching relevant data pertaining to the country progress of Kuwait. The expert will be expected to work closely with various entities whose functions are relevant to data collection and report writing such as the GSSCPD, Central Statistics Bureau (CSB), and other external entities in order to collect required information for different reports.

Objectives:

This consultancy will aim at achieving the following objectives:

  • To work at and train the office of Her Excellency the Minister of State for Planning and Development;
  • To provide best practices in the relevant field;
  • To conduct field research, gather data and take lead on several international reports that GS-SCPD is mandated to handle;
  • To raise the level of reports that are presented in the name of Kuwait to international entities.
  • To be a thought leader, and pave the way for excellence at GS-SCPD.

Duties and Responsibilities

The successful candidate will be responsible for the following:

  • Provide advice to the Minister and her staff in elaborating regional development policies; to provide most relevant, accurate, complete, timely and frank advice;
  • Participate in policy development, review and approval process;
  • Liaise and consult with main stakeholders to identify policy needs;
  • Support the Ministry in disseminating, communicating and promoting policy priorities in both national and international spheres as may be required;
  • Identify and research sector and SCPD issues on behalf of the Minister and/or other government agencies, and advise options and recommended actions;
  • Respond to issues raised by the Minister via analysis, advice, recommendations or direct action as appropriate;
  • Provide second opinion source of advice to Ministers where other departments/Ministries have a lead role;
  • Provide other support, as may be required.

Deliverables:

  • Monthly progress report approved by the beneficiary.
  • Weekly status  update to Her Excellency The Minister of State for Planning and Development
  • Provide recommendation on efficient information gathering mechanisms.
  • GS-SCPD staff trained on best practices on effective management

Working Arrangements:

  • The Consultant will be work under the direct supervision of the Office of the Minister;
  • The Consultant’s contract will be managed and administered by the General Secretariat of the Supreme Council for Planning and Development.

Competencies

Functional Competencies:

  • Ability to advocate and provide policy advice;
  • Awareness of the need for development and operational effectiveness;
  • In depth knowledge and strong track record writing official reports;
  • Ability to research, analyze and scrutinize reports;
  • Proven leadership, Strategic planning, operations planning and negotiation skills;
  • Strong communication and business skills in problem solving;
  • Ability to work on multiple projects at the same time.

Required Skills and Experience

Education:

  • BSc degree in Civil and or Environmental Engineering.

Experience:

  • Professional experience over 25 years in the field;
  • Regional and local experience is a plus;
  • Senior leadership position in government and private sectors ( not less than 5 years).

Language:

  • Fluency in Arabic and English.

Duration of the Assignment:

  • Three months and possible extension

Note:

  • The selected candidate will be on a governmental contract administered by the General Secretariat of the Supreme Council for Planning and Development;
  • Contract end date will be December 31, 2014;
  • There will be a possibility of extension upon end of contract;
