Background

The UNODC Regional Office for South Asia is located in New Delhi (India) and covers six countries of the region, namely Bangladesh, Bhutan, India, Maldives, Nepal and Sri Lanka. The Regional Programme for South Asia, entitled, ”Promoting the rule of Law and countering drugs and crime in South Asia (2013-2015)”, has five sub-programmes relating to:

  • (1) Countering transnational organized crime;
  • (2) Countering corruption;
  • (3) Terrorism prevention;
  • (4) Promoting efficient, fair and humane justice systems; and
  • (5) Drug use prevention and treatment and HIV.

To implement key deliverables under sub-programme 5, the Office seeks to hire the services of an HIV AIDS Programme Officer to work in the area of HIV prevention, treatment and care among people who use drugs and among people living and working in prison settings.
 
Under the overall supervision of the UNODC Representative for South Asia and the technical guidance of the Chief, HIV/AIDS Section, UNODC Headquarters, and in close collaboration with the Regional Programme Officer (HIV/AIDS) based in Islamabad, the National Programme Officer will provide technical and implementation oversight for all HIV projects and programmes implemented in the country.  S/he will be responsible for providing ongoing technical guidance and policy advice to the government and civil society organizations in India supporting and coordinating the development, implementation and evaluation of UNODC HIV/AIDS key policy programmatic areas, namely HIV/AIDS prevention and care related to (a) people who use drugs and (b) people living and working in prison settings. S/he will also facilitate collaboration and coordination activities with UNAIDS, it’s Cosponsors and other key stakeholders and assist the UNODC regional office in strengthening national capacities to develop and implement strategies that deal effectively with HIV/AIDS prevention and care in those key areas.

Duties and Responsibilities

HIV/ AIDS Programme Officer will be responsible for the following tasks:

More specifically the incumbent will:

  • Provide overall substantive and implementation leadership of UNODC’s HIV/AIDS activities in India;
  • Coordinate and implement activities under UNODC’s global programme on HIV/AIDS prevention, treatment, care and support;
  • Provide substantive and strategic leadership for elaborating situation assessments on the HIV/AIDS situation in the two key programmatic areas and support the development of effective national HIV/AIDS strategies and policies, as required by the Government and civil society partners;
  • Document and facilitate dissemination of good practices;
  • Organise, participate and represent UNODC in advocacy meetings, round-tables, training workshops and other meetings related to specific HIV/AIDS issues, as well as in technical working groups, inter-agency task forces, UN theme groups on HIV/AIDS, CCA, UNDAF and other relevant forums, in line with the HIV/AIDS mandate;
  • Assist Government and civil society organizations in building national capacity for enhanced policy development, coordination, sound monitoring and evaluation with regard to HIV/AIDS prevention and care in the UNODC key areas;
  • Facilitate the establishment and work of technical working groups (both drug use and prisons) involving all relevant stakeholders at the country level and support their functioning;
  • Act as the UN Cares focal point for UNODC Regional Office for South Asia.

Programme Management:

  • Ensure effective and timely implementation and management of the HIV/AIDS Programme in India;
  • Prepare and/or review substantive external and internal documents and reports, such as activity/project reports, monthly reports to the HQ HIV section, Regional Office, Government and donors for all HIV/AIDS projects and activities implemented in the country;
  • Review, analyze, and evaluate technical and project reports and other relevant materials on the state of the art of prevention and care of HIV/AIDS in the key programmatic areas and prepare respective extracts, summaries and reports for the dissemination of good practices;
  • Assist with the organization and implementation of assessment exercises, project evaluation and thematic evaluations, including drafting of TOR and recruitment of experts as well as ensuring the required follow up to recommendations formulated in reports;
  • Recruit, supervise and evaluate the performance of HIV staff and consultants;
  • Conduct and coordinate project monitoring and evaluation in accordance to agreed evaluation design and data collection procedures;
  • Manage finance and human resources of the programme according to UN rules and regulations.

Partnership:

  • Contribute to developing strategic partnerships with key stakeholders, including national and  local authorities,  communities, civil society organizations, private sector, relevant international stakeholders in the country, other UNAIDS Cosponsors;
  • Proactively engage and coordinate with the Ministry of Home Affairs, Ministry of Health and Family Welfare, Prisons, Narcotics Control Bureau, National AIDS Control Organization and NGO partners to ensure effective implementation of ongoing and new activities;
  • Build strategic partnerships with law enforcement and criminal justice agencies and departments to facilitate mainstreaming of drugs and HIV issues into ongoing curriculums, programmes and interventions;
  • Work collaboratively and proactively with UNAIDS, as well as with other Cosponsors on issues related to the prevention and care of HIV/AIDS in the UNODC key programmatic areas;
  • Work collaboratively with the Government in building national capacities for enhanced policy development, coordination, sound monitoring and evaluation with regard to HIV/AIDS prevention and care in those key areas;
  • Explore new opportunities for and develop partnerships with other key stakeholders, such as civil society organizations, private sector and local government.

Programme Development:

  • Lead programme development and provide technical expertise in the context of HIV/AIDS among people who use drugs, particularly injecting drug users and in prison settings;
  • Explore, identify, support and develop programme/grant proposals, including the Global Fund and International Financial Institutions and others in line with UNODC’s thematic and geographic priorities with a focus to increasing UNODC cooperation in all its key policy areas;
  • Lead HIV resource mobilization efforts for UNODC’s HIV programme;
  • Maintain regular liaisons with key donors and identify resource mobilization opportunities;
  • Undertakes other relevant duties as assigned by the UNODC Representative or his/her designees.

Required Skills and Experience

Education:

  • Advanced university degree in public health, social sciences, or other related areas. Medical background desirable.

Experience:  

  • A minimum of 10 years of professional experience at the national level in managing HIV/AIDS prevention, treatment, care and support programmes among people who use drugs, specifically those who inject and people in prison settings;
  • Knowledge of and/or practical experience in the area of organization and delivery of training programmes in the field of HIV/AIDS, as it relates to UNODC’s HIV mandate, would be an asset;
  • Proven experience in analysis, documentation, advocacy and resource mobilization in these areas;
  • Experience in planning and organization of technical assistance activities;
  • Experience in project development, including grant proposal writing, fundraising and resource management (both financial and human);
  • Strong interpersonal skills, incl. excellent oral and written communication, team and networking skills;
  • Proven ability to work independently and as a member of a multidisciplinary and multi-cultural team;
  • Well-developed communication skills to liaise, negotiate and advocate with key stakeholders including with other implementing agencies;
  • Ability to write reports and reviews and conduct presentations by clearly formulating positions on issues and defending recommendations.
