Background

Since April 2014, the Eastern regions of Donetsk and Lugansk have seen the surge of protests,  with protestors demanding greater autonomy from central government and closer relations with – or even joining – Russia. In these regions, referenda were conducted in favour of separation from Ukraine. Protests have evolved into a full crisis and armed confrontation.  At present, the situation in those regions is characterized by continued fighting between the Government Anti-terrorist Operation (ATO) forces and the separatist rebels. In a number of cities, administration and security forces buildings are occupied by unidentified armed groups. The situation led to the emergence of humanitarian issues such as cash shortages, inability to buy food, disruptions to the water supply. Due to armed confrontations, physical security and human rights issues such as kidnapping of officials and civilians, use of population (children and women) as human shields, occupation of children camps by insurgents, etc. are reported on a daily basis.

The crisis has led to a high level of stress and fear among the population which resulted in displacements and population movement to safer locations of Ukraine. The largest number of the IDPs are currently relocated to  Kharkiv, Dnipropetrovsk, Zaporizhzhia, Kyiv, Odesa, Lviv, Poltava oblasts with oblast state administrations, local authorities, NGOs  and volunteer groups putting efforts to provide for basic needs such as food, shelter and ensure the  ongoing support in seeking employment and providing legal and psychological assistance etc.

Duties and Responsibilities

Main objectives of the assignment

UNDP is providing support to the Government of Ukraine, local state administrations in selected oblasts (Donetsk, Lugansk, Kharkiv, Dnipropetrovsk, Zaporizhzhia, Kyiv, Odesa, Poltava), in ensuring the effective coordination of efforts of state and non-state actors, collection of sub-national data and identification of the primary and secondary needs in relation to the population relocated from armed conflict zones of Ukraine and internally displaced persons (IDPs) from Crimea.

Description of responsibilities / scope of work

  • Coordinate the efforts of UNDP with regards to the IDPs in selected oblast.
  • Collect up-to date data on the number and needs of the IDPs that are relocating to the oblast.
  • Provide logistical support to UNDP missions to the selected oblast and organise meetings.
  • Provide liaison between UNDP and partners in the selected oblast with regards to joint efforts to assist IDPs.
  • Provide support to implementation of the UNDP initiatives in relation to IDPs.
  • Prepare regular updates on the on-going efforts of various stakeholders involved in relief efforts and provision of assistance to IDPs.
  • Facilitate distribution of the information to local stakeholders and Mass Media on the efforts of UNDP in the area of IDPs support.
  • Organise meetings, capacity-building activities, missions and other events.
  • Perform other tasks assigned by Project Manager/Programme Manager.

Deliverables

  • Efforts of UNDP with regards to IDPs are coordinated on the oblast level.
  • Up-to- date data on the needs of IDPs, their number and existing efforts of agents providing support is regularly collected.
  • Logistical support is provided to UNDP missions to the selected oblast and necessary meetings are organised.
  • Lliaison is established between UNDP and partners in the selected oblast with regards to joint efforts to assist IDPs.
  • UNDP initiatives in relation to IDPs are implemented according to the plan.
  • Regular updates are prepared on the on-going efforts of various stakeholders involved in relief efforts and provision of assistance to IDPs.
  • Information to local stakeholders and Mass Media on the efforts of UNDP in the area of IDPs support is regularly distributed.
  • Meetings, capacity-building activities, missions and other events are organised.
  • Other tasks performed.

Monitoring/Reporting requirements

The IDP Regional Coordinator will report to Project Manager and Programme Manager on a weekly basis through meetings or phone/Skype conference calls. At the end of the assignment, the Coordinator will present a final report summarizing all activities undertaken and results obtained.

Upon submission of the monthly report with description of fulfilled tasks with number of days worked and upon the certification of payment validated by UNDP Project Manager/Programme Manager, IDP Regional Coordinator will be paid a daily fee calculated on the basis of the number of days worked. The final payment will be paid upon the full completion and acceptance of total contractual obligations whereupon UNDP signs the certification of acceptance and makes the payment.

Required Skills and Experience

Education:

  • University Degree in Business Administration, Management, Economics, Finance, Linguistics, or other related field ;

Experience:

  • At least 3 years of practical experience of working in the field of administration and/or other related fields preferably in international organizations/projects;
  • Demonstrated experience of past cooperation with local authorities will be considered an asset.

Languages:

  • Perfect knowledge of Ukrainian and Russian with excellent writing skills;
  • Good working knowledge of English;

Ffinancial proposal - Contracts based on daily fee

The financial proposal will specify the daily fee and payments are made to the Consultant based on the number of days worked.

Evaluation criteria

  • Educational background – 20 points max {20 pts – Specialist/Master’s degree; 15 pts – Bachelor degree education};
  • Experience in  coordination of projects/administration services –30 points max {30 pts –5 years and more; 20 pts – 4 years; 10 pts –3 years};
  • Language Skills (Ukrainian and Russian  Language) – 5 points max {5 pts - fluent}.
  • Language Skills (English) – 5 points max {5 pts – fluent; 3 pts.- good}.
  • Computer skills (MS Office and Internet) -10 points max {10 pts – proficient user}.

Maximum available technical score - 70 points.

Evaluation method: Cumulative analysis

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight: 70%

* Financial Criteria weight: 30%

Only candidates obtaining a minimum 70% from the maximum available technical score would be considered for the Financial Evaluation

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.
Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
