Background

The United Nations Development Assistance Framework (UNDAF) guides the work of UN agencies in the country. The current UNDAF (2010-2015) is due to end in December 2015. Therefore in 2014 the United Nations agencies, programmes and funds are beginning planning for the next, post 2015 five-year programming cycle.

The next UNDAF will be developed through an inclusive and participatory process jointly with the Government and other stakeholders. Working groups will look at thematic/programme areas.

Duties and Responsibilities

In this context, the UNCT seeks one international consultant to help develop the 2016-2020 UNDAF with a special focus on policy and strategy coherence, development effectiveness and organizational efficiency, and mainstreaming the five programming principles – Human Rights based approach, Result-Based Management, Gender Mainstreaming, Capacity Development and Environmental Sustainability – which will help strengthen the quality and focus of concerted effort of the UN system to national priorities.

The work will involve review of the UNDAF Road Map and the Country Situation Analysis, as well as other relevant UN publications and online consultations with UN agencies as deem needed prior to visit to Kazakhstan; participation and support with facilitation of the Strategic Planning Retreat in Astana on 20-21 October 2014; development of the draft and final UNDAF document, including the Results and M&E tables in consultation with the UNCT, NRAs, the Government, development partners, civil society, private sector and other stakeholders.
Accountable through the UN RC to the UNCT, the consultant will facilitate the drafting of the interagency UNDAF (2016-2020).

S/he will:

  • Attend and provide assistance with facilitation of the UNDAF  Strategic Prioritization Retreat (SPR) tentatively scheduled for the end of October (20-21);
  • During October-November 2014 lead the formulation of the UNDAF Results Matrix and the Monitoring & Evaluation Framework, with support from the Inter-Agency Programme Working Group (IAPWG) and work online with the IAPWG providing active technical assistance;
  • Facilitate and support the process of the UNDAF formulation ensuring that the design and focus of the UNDAF meet the following criteria:
  • UNDAF is results-oriented, coherent and based on the UN comparative advantages; the expected results and UNDAF outcomes are feasible and realistic, and in addition that technical expertise, human and financial resources are available;
  • UNDAF responds to the issues of national capacity development and promotes ownership of programmes by the national partners;
  • UNDAF incorporates the 5 programming principles;
  • UNDAF integrates the concepts of gender equity and equality, and other cross-cutting issues are reflected in the common programming;
  • UNDAF acts as a partnership and coordination framework;
  • UNDAF acts as a mechanism to minimize transaction costs of UN support for the government and UN agencies;
  • UNDAF acts as a framework for the development and implementation of common services, linking financial and operational aspects, and joint communication; and
  • UNDAF M&E Framework is developed and elaborated, deriving from UNDAF results matrix (indicators, baselines, targets, means of verification, risks and assumptions).
  • Draft and finalize the UNDAF, in consultation with the UN agencies, the Government, partners and other stakeholders, under the guidance of the RC/UNCT.

The consultant will be guided and supported in this work by the IAPWG.

Required Skills and Experience

Education

  • Advanced University Degree (Master's or equivalent) in Social Sciences or a related field.

Experience

  • A minimum of 10 years of the relevant professional experience; previous experience with CCA/UNDAF formulations, evaluations and/or reviews;
  • Specialized experience and/or methodological/technical   knowledge, including   data collection and analytical skills, mainstreaming HRBA and gender considerations into programming, and
  • RBM principles, logic modeling/logical framework analysis, quantitative and qualitative;
  • Data collection and analysis, and participatory approaches.
  • Practical experience in Eastern Europe and CIS and knowledge of the development issues in Middle Income Countries is an asset.

Language Requirements

  • Excellent written and spoken English.

  • Awareness   and sensitivity in working with people of various cultural   and social backgrounds.
