Background

In keeping with its strong stance on climate change, Ethiopia and its clean energy partners have committed to implementing an ambitious policy framework for carbon neutral growth across multiple sectors: the Climate Resilient Green Economy strategy (CRGE). In the energy sector, the CRGE broadly aims to accelerate development through the construction of critical clean energy and energy efficiency infrastructure while avoiding an increase in carbon emissions relative to baseline levels.

In order to leverage the opportunity to further the Government of Ethiopia’s commitment to gender equality in all sectors, the Ministry of Water, Irrigation and Energy (MOWIE), with support from the Royal Norwegian Embassy, undertook the development of a Gender Action Plan (GAP) for mainstreaming in the energy sector.

The GAP, with proposed work plan and budget, was prepared and finalized from March – May 2014. The GAP has identified the responsible actors for owning and implementing the the Plan  including, the MOWIE CRGE Unit, and the technical directorates who carry out the programmatic work in the energy sector. Therefore, the consultant will provide implementation capacity building support to the MOWIE’s Women’s and Youth Affairs Directorate (WYAD) in implementing the GAP.

The purpose of this assignment is to provide implementation support and capacity building to the owners of the Gender action plan GAP (“key stakeholders”) – primarily the WYAD – to kick-start their work plan.

 The specific objectives of the consultancy are:

  • To support mainstreaming of gender into selected energy programmes / projects of MoWIE;
  • To strengthen the capacity of the Women’s Affairs Directorate (WYAD) of MOWIE and technical directorate staff through training, in gender mainstreaming, analysis and gender budgeting and reporting;
  • To enhance awareness of gender mainstreaming in energy sector programs and projects at sub-federal level;
  • To strengthen the ability of the WYAD to function effectively as owner and coordinator of the GAP through development of clear, practical guidelines on reporting procedures between WYAD and the technical directorates.

Duties and Responsibilities

Key Functions:

  • Technical Capacity Building Support;
  • Strategic Advice on Gender and Energy.

Specifically, the consultant will be responsible for:

  • On-the-job capacity building training for WAYD team and other relevant directorates in terms of energy and gender analysis, reporting, monitoring and evalaution and gender budgeting and knowledge of gender & energy issues;
  • Supporting the WAYD to carry out an energy and  gender knowledge assessment survey of program staff in the technical directorates;
  • Analyzing the results of the above survey and preparing a tailored energy and gender training and support program for the WAYD team to offer to the technical directorates;
  • Drawing on the suggestions made in the GAP report, and in consultation with relevant program staff and technical directorates, work with the WAYD to support the introduction of gender mainstreaming into the following programs: REF/Solar Home Systems; biogas; solar power for water supply and irrigation; improved cook stoves program. This includes incorporating gender analysis, gender objectives, gender indicators and gender results into program documents;
  • Leading consultation between the WYAD, the managers of the above programs and the Energy Reporting and Follow Up Directorate to finalize data sources for reporting on gender mainstreaming indicators;
  • Creating a strategy and sample communications materials (posters, handouts,  – whatever is most suitable in the local context) for rolling out gender awareness training to the regional/zonal/woreda level energy bureaus and offices. (This task can be done in collaboration with the AETDPD, which has an in-house communications expertise and materials already developed which may be possible to adapt);
  • Designing communication and reporting processes to ensure efficient information flow and collaboration between the WAYD and respective directorate directors in the selected energy programs, to facilitate improved gender reporting, including the development of a gender reporting template;
  • Other tasks related to the assignment as required.

  • Proven track record of designing monitoring and evaluation approaches for mainstreaming gender using the logical framework approach;
  • Proven extensive knowledge of, energy and gender gaps, challenges and priorities and understanding of institutional setup of Ethiopia; 
  • Knowledge of -the Ethiopian Climate resilient Green Economy  Strategy and the priorities in the energy sector (desirable)
  • Excellent analytical, writing, communication and reporting skills;
  • Superb interpersonal skills;
  • Ability to deliver on time.

Required Skills and Experience

Education:

  • Advanced degree in energy and gender studies, gender and environment, gender and development, and / or climate change, environment and /or law or related social science disciplines.

Experience

  • At least 5 years of experience in gender and energy, gender and climate change institutions or relevant higher education and research organization ;
  • Proven track record of conducting gender analysis, gender mainstreaming capacity needs assessment or relevant experience of similar work.

Language and other skills:          

  • Proficiency in English;
