Background

Kuwait is highly populated State with the majority of the population live in the cities. Issues and constraints that contribute to traffic and transport sector problems in Kuwait include (1) Increasing demand for transport of people and goods associated with limited infrastructure capacity, and inefficient public transport services, (2) need for better transport-land use planning, (3) need for a reliable information system and monitoring regime, to fully understand causes, create effective countermeasures and assess effectiveness of performance, (4) need for better traffic management, and travel demand system, (5) increasing vehicles, population, congestion, accidents, and lack of safety - conscious road design and black spot procedures, and (5) need for institutional reform and human resources development.

To manage demand, reduce congestion, enhance road safety and improve mobility and accessibility in Kuwait, a long-term and comprehensive National Traffic and Transport Strategy was developed for the period of 2010-2020 (NTTS), under the umbrella of the United Nation Development Programme (UNDP), Supreme Council for Planning and Development (SPCPD), and Ministry of Interior Program (MOI). The NTTS has identified major obstacles, characteristics, and role of each associated agency, and included various elements such as institutional reform, human resources development, information system,  road infrastructure, transport systems, traffic management, ITS, transport-land use planning, enforcement and traffic policing, community awareness, road safety, congestion management, and vehicle emissions. To strengthen implementation, the UNDP and Government started implementation of one of the priority projects of the NTTS which is called “National Traffic Management Improvement Project”.

The project aims to develop an efficient traffic management, road network, road safety and enforcement system that will assist planning, implementation and management of sustainable transport system in Kuwait.

Objectives of the assignment

The objective of the assignment is to provide high standard guidance in various areas of road safety system, including ability to help staff to expand knowledge, prevention of road accidents, road users, road design and classification, alignment of safety management decisions with transport planning, enforcement, shaping interventions to meet long term goal  and move away from relying on “traditional” interventions, UN Decade of Action 2011-2020 for Road Safety Plan, and development of national capacity.

The project aims to develop an efficient traffic management, road safety and enforcement system that will assist planning, implementation and management of sustainable transport system in Kuwait.

Duties and Responsibilities

  • Meetings with the Project Team.
  • Meetings with senior officers of the General Directorates of Traffic.
  • Meetings with relevant partners and target beneficiaries.
  • Desk review of relevant documents: e.g. NTTS, current accident level, accident data form and system, traffic offences, and traffic management issues.
  • Site visit to assess the current road network system, traffic control system, traffic operations, and police enforcement.
  • Participation at the international workshop for training of national cadres of traffic and transport organizations. 
  • The Project Technical Director will provide the consultant with the necessary briefings.

Expected outputs

  • The consultant will report to the Project Technical Director. Expected outputs include:
  • Progress report including the field visit, and recommendations to enhance road safety in Kuwait.
  • Presentation of two high quality papers about the best practice in the areas of road safety system and related matters, to contribute to the reduction of road accidents and enhance traffic operations.
  • Other requirements.

Competencies

The consultant should demonstrate diverse skills in various areas of road safety, road design, traffic management, IT'S, information system, Transport Planning, including, but not necessarily be limited to, the following:

  • Ability to provide guidance, through technical quality assurance control of projects and efficient monitoring;
  • Understanding of the road safety system requirements, and knowledge of modern management techniques to minimize the socioeconomic cost of road accidents;
  • Ability to provide sustainable training and development program;
  • Strong written and communication;
  • Problem solving, and organization skills; and
  • Proven record of relevant publications;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Highest standards of integrity, discretion and loyalty.

Required Skills and Experience

Education

  • A Doctorate degree (PhD) in Transport Planning, Civil Engineering, Road Safety or relevant area from an accredited university;
  • Additional degree after the PhD such as Post Doctorate, professional certification(s) or professorship award will be considered as advantage.

Experience

  • Additional years of relevant work experience in combination with professional certification(s) and a relevant Master’s degree, may be accepted in lieu of a Doctorate degree;
  • 20 years of professional experience with solid record of practical achievement and management of integrated and complex transport projects at international level;
  • Experience in road safety, road design, and traffic management projects in a complex environment, and achievement of significant outcomes;
  • Experience in the integration of various road safety system factors including financing mechanisms, education, engineering, vehicle inspection, and enforcement;
  • Proven knowledge of strategic requirements of road infrastructure, urban development, traffic management, enforcement, and information system and road safety issues;
  • Knowledge of road safety risks and exposures, road user issues, road design, road safety audit, blackspot treatments, and countermeasures;
  • Appreciation of the role of road network classification, integration of expressways and local roads, public transport and enforcement, to improve accessibility, support economic growth, enhance road safety and alleviate congestion;
  • Knowledge of relevant issues such as institutional reform, role of lead agency role, requirement of UN Decade of Action 2011-2020 Plan for road safety, I RAP, transport demand management, congestion index, and interagency coordination.
