Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.   Placing women's rights at the center of all its efforts, UN Women will lead and coordinate the United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member State's priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Assistant Secretary-General, Policy and Programme Bureau reports to the Executive Director, UN Women, who provides overall strategic direction and guidance. The Assistant Secretary-General is responsible for establishing the direction and exercising leadership in providing the substantive content of documentation produced to support the intergovernmental process, as well as proposing new strategic approaches for UN Women, in response to emerging trends. The ASG is responsible for setting the direction, and guiding the planning, coordination, management and oversight of all program activities and services provided by the Bureau, assessing overall program performance and results, reporting to the Executive Director on critical issues and the Executive Board as mandated; and advising the Executive Director on the general direction of policies and programs on gender equality and women’s empowerment.

The Assistant Secretary General provides guidance and supports quality assurance of country level operations, working through the regional and Sub-regional offices. S/he maintains regular contacts with Regional Directors on all matters related to program policy and operations.

Duties and Responsibilities

  • Leadership and overall management of the Bureau for Policy Programme (BPP), including managing results, value for money, accountability  and reporting on impact;
  • Policy analysis, research and training including policy support to the Bureau for Intergovernmental Support and Strategic Partnerships (BISSP) advocacy and coordination efforts;
  • Programme design,  development and standard setting based on current and emerging socio economic, political and cultural trends;
  • Programme Implementation, management, quality assurance and oversight including accountability in the management of UN Women resources;
  • Development of external strategic partners to enhance programme implementation at regional and country levels including multilateral institutions, government departments, civil society organisations and the private sector;
  • Support of the coordination function to  achieve a coherent system-wide approach to render the UN system competent  in contributing to the transformative agenda; and liaise with UNDG;
  • Contribution to the development of a Brand identity for  UN Women to enhance the visibility and stature of the entity;
  • Organizational Development and Efficiency to enable UN Women to be “Fit for Purpose” for the implementation of the sustainable development goals;
  • Based on UN Women’s Integrated Resource Strategy lead fund mobilization efforts for NON-CORE resources;
  • As Deputy Executive Director, contribute to the strategic direction and corporate management of UN Women, advise the Executive Director as appropriate. Ensures that all aspects of UN-Women’s programme related activities are strategic and effectively managed, including accountability for performance, and that matters of strategic importance are shared with the Executive Director and Senior Management colleagues as necessary;
  • Represent the organization in key policy, programme, management, advocacy forums and conferences; including relevant meetings of the UNDG and the High Level Committee on Programmes.

Impact of Results:

Substantive support for the Policy and Programme work of UN Women, closely linked to the emergence of an even stronger normative framework, will ensure that gender equality and women’s empowerment can be delivered. Strategic analysis of trends and evidence, and effective collaboration with centers of knowledge will lead to the development of new approaches to the acceleration of progress for women and girls. Clear and well managed guidance and oversight of UN Women’s programme activities, maximizing the network of field offices, will ensure the most effective use of resources and the greatest impact using those resources.

Required Skills and Experience

Education:

  • Advanced degree in development-related disciplines, Economics, Business Administration, Public Policy or other relevant Social Sciences.

Experience:

  • At least 15 years of extensive development experience that combines intellectual, strategic and managerial leadership in development cooperation at the international level;
  • Previous experience of working with high impact national, regional and  global  women’s programmes will be an advantage;  
  • Experience in development-related advisory services, interagency and international co-operation, negotiation of partnerships, mobilization of resources and management of programmes are especially relevant;
  • The candidate will have held leadership roles and demonstrated his/her ability to advocate for effective solutions.

Language:

  • Proficiency in English;
  • Knowledge of another UN language is an advantage.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
