Background

General Information

Under the supervision of the UN Medical Director, Medical Services Division, New York through the Resident Coordinator and overall supervision of the chairperson of the UN Dispensary Committee for policy matters, the UN Dispensary Doctor works closely with the WHO Representative/ Programme Coordinator for day-to-day medical matters and the Deputy Resident Representative (Operations) of UNDP for the administrative matters.

Duties and Responsibilities

Summary of key functions:

  • Performs clinical duties to serve all United Nations staff members and their eligible dependents in Myanmar;
  • Performs administrative duties related to UN Dispensary;
  • Performs coordination duties related to the Medical;
  • Performs other consultative functions as UN Medical Doctor in Myanmar.

Performs clinical duties to serve all United Nations staff members and their eligible dependents in Myanmar:

  • Ensure the smooth functioning of the UN Dispensary;
  • Give first aid and advice to the staff and their recognized dependents;
  • Administer minor treatment and immunization requirement;
  • Attend to medical emergencies and arrange for hospital appointments;
  • Prepare a list of specialists and medical facilities available and maintain all necessary information thereon; in particular, maintain a 24-hour roster of available specialists and coordinate the required medical process;
  • Promote health care among personnel from the UN and its Agencies by coordinating vaccination programmes recommended by WHO, providing counseling on prophylaxis against epidemics, infectious diseases (when applicable) and sexually transmitted diseases.

Performs administrative duties related to UN Dispensary:

  • Maintain the dispensary in good order and keep the inventory of medical supplies and equipment up-to-date;
  • Monitor utilization and consumption of medical supplies and consumables and coordinates timely procurement action by staff concerned;
  • Maintain records of all visits and treatments and send a quarterly summary thereof to the UN Medical Director through the Resident Coordinator;
  • At the request of the Resident Coordinator, may undertake an initial administrative investigation of sick-leave problem.

Performs coordination duties related to the Medical;

  • Coordinate medical evacuations and assist with hospital admissions;
  • Prepare, in consultation with the WHO Programme Coordinator and Representative, information circulars for the UN community on the availability of medical facilities, names of specialists, telephone numbers of specialists, etc.;
  • Assist in arranging consultation with specialist, refer cases to appropriate medical clinics and make necessary contacts for hospital admissions;
  • Plan and organize of training of focal points and peer educators;
  • Arrange the dissemination of UN policies on HIV/AIDS;
  • Conduct an education and information campaign.

Performs other consultative functions as UN Medical Doctor in Myanmar:

  • Be aware and be updated on the availability of medical services and institutions locally, their facilities and quality of service, or appropriate referral of UN staff and their dependants as and when required.

Required Skills and Experience

Education:

  • First Degree in Medicine from a recognized Medical University, GP or pediatrics preferred;
  • Registered medical practitioner and must hold valid license to practice within country.

Experience:

  • Minimum 5 years progressive experience and practice in general and occupational medicine;
  • Demonstrated capacity in management and providing advice in layman's terms on medical issues.

Language Requirement:

  • Fluency (both oral and written) in Myanmar and English languages is required.
