Background

The Community Forestry Management (CFM) approach has been identified as one of the best models  for sustainable management of forest resources and livelihood improvements of the local communities. The CFM  recognizes that economic alternatives are necessary if forest communities are to minimize  unsustainable exploitation of forest resources. Furthermore, the CFM approach recognizes that the empowered communities  themselves are in the best position to protect the forest from illegal or unsustainable practices.

The Sri Lanka Community Forestry Programme is implemented by the Forest Department with the financial support of the Australian Government through  UNDP. The project supports the Forest Department to build on the experience gained through the Sri Lanka Australia Natural Resources Management Project and other past community forestry programmes implemented in Sri Lanka. The present SLCFP programme is being implemented in 18 districts in Sri Lanka.

To facilitate the monitoring of the programme activities and share the summaries of the progress among the stakeholders, a prototype of an online database has been developed using .Net computer framework and C# language. Services of a database developer are required to complete the database in a user friendly manner.

Scope and Objectives

The Consultant – Database Development will work with the forest Department, UNDP and other relevant stakeholders to achieve the tasks detailed under the Responsibilities section of the Terms of Reference. The objective of the consultancy is to develop a user friendly database that facilitates ground level programme progress monitoring and sharing progress summaries regularly.

Duties and Responsibilities

The Consultant – Database Development is an expert in different common computer languages and packages used for database development, and improving user friendliness of the databases.  Further s/he will ensure the quality and timely inputs provided to the preparation of all reports and documentation related to the consultancy.

The Consultant – Database Development will carry out the following tasks:

Develop user friendly data input interfaces for the database

  • Develop user friendly interfaces enabling easy data inputs;
  • Pilot test with the field staff of the Forest Department on the data entry and address any issues.

Develop report formats as per the Forest Department and programme requirements

  • Identify different report formats required by the Forest Department and other key stakeholders including DFAT of the Australian Government and UNDP;
  • Design web based report generation to support different reporting requirements;
  • Develop relevant web interfaces enabling the stakeholders to access relevant information.

The key output to be delivered by the Consultant – Database Development is as follows:

  • To develop a user friendly database that facilitates ground level programme progress monitoring and sharing progress summaries regularly.

Competencies

Technical work

  • Strong expertise in  database development;
  • Familiarity with the software packages relevant for database development;
  • Exposure to project monitoring work, reporting and preferably having experience in developing databases to support monitoring and evaluation;
  • Ability to pick up new terminology and concepts easily;
  • Computer proficiency, especially related to professional.

Partnerships

  • Maturity and confidence in dealing with the staff of government institutions and community;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Excellent written communication skills, with analytic capacity and ability to synthesize relevant collected data and findings for the preparation of case studies and progress reports;
  • Excellent coordination skills and result oriented collaboration with colleagues – especially for this case the staff of Forest Department and community members;

Required Skills and Experience

Education:

  • A Bachelors degree in Information Technology.                                                                                                                              

Experience:

  • Minimum of 2 years of experience in database development. Experience in environment related database development will be an added advantage;
  • Minimum of 1 year working experience with international organizations.

Language:

  • English with Sinhala or Tamil.

  • A brief methodology statement on how you will approach and conduct the work, including the estimated number of days for completing the assignment in the given time frame. ( needs to upload with the CV);
  • A CV with all relevant information (including two non related referees);
  • Individual consultants will be evaluated based on a combination of a desk review of the CV, the brief methodology statement and the offer that provides the best value for money. (please refer and adopt the financial model format provided below in your financial offer). The Evaluation Panel may decide to call for an interview (face to face or telephone) if required.

Financial Proposal

Note:

Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee/Daily Fee” financial proposal including his/her consultancy and professional fee, honorarium, communication cost such as telephone/internet usage, printing cost, return travel from home to office, ad-hoc costs, stationery costs, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. The UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is of 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above.

Payment for Services

The Consultant – Database Development shall receive the full payment at the submission of his / her final product- the database to UNDP.
