Background

The Environment and Security Initiative (ENVSEC) is a partnership of six international organizations – the OSCE, REC, UNDP, UNECE, UNEP and NATO as an associated partner– with specialized and complementary mandates and expertise, providing an integrated response to environment and security challenges. ENVSEC’s mission is to help reduce environment and security risks through strengthened cooperation amongst and within countries in four regions: Central Asia, Eastern Europe, Southern Caucasus and South-Eastern Europe. 

Duties and Responsibilities

The main objective of the assignment is to organize the Central Asian Regional Coordination meeting which will take place in Almaty in November 2014. The consultant will also provide support to the running of the CA RDO as required. 

Specific tasks are as follows: 

  • Finalize agenda of the meeting and coordinate preparation of presentations with speakers and facilitator(s);
  • Ensure that all National Focal Points receive invitations through UNDP Country Offices and have required logistical support;
  • Liaise with UNDP Kazakhstan for necessary logistical support for event;
  • Organize all required logistical support (select venue, catering, pick-up, printing, translation, translation equipment, etc.);
  • Assist UNDP travel assistant(s) with necessary travel support to participants;
  • Provide support to the CA RDO on coordination with ENVSEC partners;
  • Respond to information requests regarding the UNDP ENVSEC, including providing inputs for the articles, briefings, and website;
  • Keep the ENVSEC project database updated;
  • Provide support to the CA RDO on projects closure;
  • Provide support to the CA RDO on budget revisions and funding transfers;
  • Draft a final report with lessons learnt to enable closure of the RDO support project. 

Deliverables:

  • Central Asian Regional Coordination Meeting organized by November 11, 2014;
  • Final report with lessons learned submitted by December 15, 2014.

Management/organizational arrangements

The consultant will work under guidance of ENVSEC CA Regional Desk Officer and under technical supervision of DRR regional advisor of UNDP for ECIS. He/she will also work closely with the five UNDP Country Offices and other ENVSEC partners.

Required Skills and Experience

Education:

  • University degree in environmental science, disaster risk reduction, education or other relevant field.

Experience:

  • At least 5 years of relevant professional experience in environment and/or disaster risk reduction;
  • Professional experience in  ECIS region, and particularly knowledge of environment and security issues would be a strong advantage;
  • Experience of organizing similar events  required.

Language skills:

  • Fluency in written and spoken English is required for this assignment;
  • knowledge of Russian would be an asset. 

Evaluation of Applicants:

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. 

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.
Technical Criteria - 70% of total evaluation – max. 35 points:

  • Criteria A (relevant education) – max points: 5;
  • Criteria B (years of professional experience in environment and/or disaster risk reduction) – max points: 10;
  • Criteria C (experience of organizing similar events) – max points: 10;
  • Criteria D (professional experience in  ECIS region) – max points: 5;
  • Criteria E (fluency in written and spoken English and knowledge of Russian) – max points: 5.

Financial Criteria - 30% of total evaluation – max. 15points.

*Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services...). All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner. 

Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
