Background

The UNDP Sudan Fund Management Unit (‘FMU’) was established in 2006 to allow the international community to address increasing humanitarian needs in Sudan through the transparent and accountable management of significant humanitarian funds.   As Management Agent for the Sudan Common Humanitarian Fund (‘CHF’) and the Darfur Community Peace and Stability Fund (‘DCPSF’), the FMU has  in the past  6 years managed over US$ 1.5 billion, out  of which more than US$400 million has been allocated to NGOs.

The  FMU’s approach   to supporting NGO partners is  based   on  the  belief  that   full-cycle on-the-job   capacity support   and stewardship  is the  most  effective way to  ensure  the  development of sustainable  NGO capacities and the accountable management of public funds.  To that  end,  UNDP has over the  years developed and  matured  specific processes  and tools which  are  used  to  manage   funds entrusted to us and to accompany our partners.

The FMU is embedded in the UNDP Country Office structure within the Oversight and Support Division (‘OSD’).

Duties and Responsibilities

Under the overall guidance and supervision of the Head of the Fund Management Unit, the Monitoring and Reporting Officer will have responsibility for supporting the implementation of a risk-management based system of monitoring and reporting for Sudan CHF and the DCPSF NGO projects, working within a team to: provide focused capacity support to NGO partners, manage and analyze M&R data, and communicate results to partners and stakeholders.

The Monitoring and Reporting Officer will provide guidance to two experienced national monitoring and reporting officers with matrix reporting to the Head of the Fund Management Unit, and will work in close collaboration with the OCHA Humanitarian Financing Unit, the DCPSF Technical Secretariat (DCPSF), and CHF Sectors.

Summary of key functions:

  • Contribute to the development of a  risk-management based systems for monitoring project implementation;
  • Provide focused capacity support to NGO partners;
  • Prepare FMU monitoring and reporting reports after field missions, draft input for CHF and DCPSF annual reports, partner communications, and other draft communications for information sharing;

Develop risk-management based system for monitoring project implementation:

  • Draw on FMU partner financial performance data to contribute to the development of  parameters for a risk-management based monitoring and reporting system;
  • In collaboration with team, plan and implement project monitoring and reporting activities;
  • Work with partners to ensure that FMU monitoring and reporting activities complement, support, and provide added value to partner M&R activities;
  • Provide inputs for maintaining comprehensive NGO partner risk and performance profile;
  • Participate in the development and introduction of new approaches and methods in project monitoring and evaluation;
  • Consult with UNDP program technical teams for collection of the best practices;
  • Participate in DCPSF TS, and CHF Sector meetings and strategic planning processes as required;

Provide focused capacity support to NGO partners:

  • Based on results of monitoring missions, provide input regarding the capacity support needs of NGO partners;
  • Organize and work with team to conduct focused trainings and dedicated support to meet identified partner needs;
  • Consolidate toolkit of M&E instruments, templates, tools and guidelines to provide support NGO partners;
  • Contribute to the Implementation of a system for tracking NGO partner follow-up on monitoring mission recommendations;
  • Contribute to continued development of the FMU M&R staff technical capacities on project monitoring and evaluation through facilitation of learning plans.

Prepare FMU monitoring and reporting reports and communications for information sharing:

  • Ensure effective retention and management of FMU M&R documents and data;
  • Participate in the preparation of work plans, mission reports, draft input for partner annual reports, and other communications for information management and sharing;
  • Provide input for the preparation high quality reports and communications for dissemination with partners;
  • Work with stakeholders to ensure that lessons learned and good practices from monitoring missions are systematically recorded and shared;
  • Respond to internal information requests related to alignment of FMU MA projects to UNDP work plan.

The key results have an impact on the overall effectiveness and success of the UNDP Fund Management Unit’s interventions and activities in achieving the monitoring and reporting objectives as managing agent of the Sudan Common Humanitarian Fund and the Darfur Community Peace and Stability Fund.

Required Skills and Experience

Education:

  • Master’s Degree in Social Science, International Humanitarian Affairs, Development, or other relevant fields.

Experience:

  • Two years of relevant hands-on experience at the international level in monitoring humanitarian and/or development projects using results based management tools;
  • Experience of full cycle of programme/project management (planning, implementing, monitoring and reporting in a results based manner);
  • Experience in the usage of computers, office software packages, and web based management systems;
  • Project Management or Monitoring and Reporting experience with an International NGO a strong asset.

Language:

  • Fluency in spoken and written English;
  • A good command of Arabic is an asset.
