Background

As one of the newest nations in the world, Timor-Leste has made significant achievements in the road to democratization and economic growth; the country is working hard to accelerate the progress in its long road to achieve sustainable economic development. To support the efforts of Timor-Leste, UNDP ‘Mobilize Social Businesses to Accelerate MDG Achievement in Timor-Leste’ project (Social Business Project) in partnership with Ministry of Commerce, Industry and Environment is piloting various approaches to promote social businesses in Timor-Leste as a means to achieve Millennium Development Goals (MDG) in Timor-Leste with ensured sustainability.

One of the social business models that the Social Business Project is supporting is the development of agro-transformative industries as a mean for linking farmers to inclusive market and economic growth.  Instant noodles is one of the major imports in Timor-Leste and hence the Ministry of Commerce Industry and Environment would like to explore the possibility of establishing a local fortified instant noodles industry that can serve as multiple national objectives: creation of market for local agro-products, import substitution and also supply quality fortified food blend that can be used both for commercial consumptions and targeted feeding programmes.

Duties and Responsibilities

    Establishment Plan for 2 production lines of fortified instant noodles that include but not limited to:

  •  Detailed cost of setup of 2 production lines, including required inputs, machineries and equipment
  • Timeframe of establishment;
  • Cost of establishing cassava milling plant.

    Operational plan and prospects:

  •  The cost of production of noodles in Timor (both fortified and commercial, including quality control, labor, raw materials, operational cost and overhead);
  • The incremental cost of fortification and protein addition (from soybeans);
  • The quantities of cassava starch required to produce noodles, and the quantities needs to be purchased from the local farmers;
  • The quantities of wheat that needs to be imported;
  • The production capacity in various scenarios (type of noodle, number of batch etc.).

Competencies

  • Proficiency in written and spoken English is a must;
  • Demonstrated expertise and capacity in production facility planning, production planning and processing;
  • Strong interpersonal and cross-cultural communication skills;
  • Strong analytical skills;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Highest standards of integrity, discretion and loyalty.

Required Skills and Experience

 Academic Qualifications:

  • Bachelor’s degree in industrial engineering, food technology and industries , agro-business and agriculture technology, or related field from recognized institutions;
  • Preferably master degree in Business administration, food technology or any other field.

Work of experience:

  • At least 15 years of relevant experiences in agro-food processing field, preferably on instant noodle production;
  • Minimum 5-10 years of experiences in noodle-processing business planning, factory planning and designing, production planning, machinery and equipment planning, quality control;
  • Experiences in various functions/units of the agro-food/instant noodle production facilities;
  • Experiences in various countries and cultures, preferably in Timor-Leste is asset;
  • Practical experiences in food-processing facility management and strategic planning;
  • Familiarity with fortified instant noodles manufacturing is an asset.

Language:

  • Proficiency in written and spoken English is a must.
