Background

Trafficking in human beings remains a concern for the Albanian society and authorities, who despite constant efforts are still facing challenges that limit an efficient and sustained response to this phenomenon also referred to as “modern days’ slavery”. Despite the economic growth witnessed over the last five years, a number of regions in the country remain economically deprived due to limited infrastructure, undeveloped labour market and lack of local development initiatives. This situation continues to fuel internal migration from rural to urban areas, as well as international migration of Albanian citizens who often seek irregular routes, exposing themselves therefore to high risks of being exploited. The strongest factor to trafficking in women and girls is strongly related to harsh economic conditions. Other factors include the limited awareness of the existence of this phenomenon, romanticized views of work abroad, perceived marriage opportunities as well as coercion from parents, friends and acquaintances. Moreover, Media despite the human dimension of trafficking is very often interested by the scoop, often leading to the stigmatization of the victim.  Domestic violence is also a strong precursor and/or concurrent of trafficking in women and girls. Lack of uneven response towards domestic violence around the country increases lethality and puts survivors to a higher risk of trafficking and exploitation.

To address this concern, in collaboration with the Ministry of Interior, UN Women and the European Commission have launched a new joint programme on Preventing and Addressing Violence against Women and Girls in Albania. The project will support the provision of services for the integration of women survivors of violence and trafficking into society, primarily by increasing their knowledge and awareness related to income opportunities, developing their skills to become self-employed and provide limited support to start-up businesses. To increase general societal awareness a combination of strategies will be implemented.  In Albania, where the focus is reducing trafficking of women and girls, key stakeholder groups will be targeted such as the media, the universities and in particular the vulnerable groups of women and young girls.

During implementation of the project, a manual on reporting cases of trafficking and violence against women will be drafted, published and disseminated to journalists through training. UN Women and its partners believe that Media is the most important tool in raising awareness of the general public on the issue of trafficking, and it needs to be sensitized in order to report properly and professionally, and contribute to increased knowledge on the issue in society. The manual will be delivered through training to journalists coming from the public and private media and operate at the national level.

Based on the above, UN Women requires the support of an International Consultant, as a team leader who, in collaboration with a National Consultant and on the basis of existing baseline documents and practices, will draft a manual on reporting cases for trafficking and violence against women to be used as a code of conduct for media professionals to adequately report trafficking and gender based violence in Albania. After revision and approval from the media mechanism of chief editors priory created in the frame this project, the manual will be disseminated through trainings to a group of media professionals from national and local printed and visual media. This manual will build upon the efforts made by the GoA, NGOs and other relevant stakeholders on sensitive reporting of cases of trafficking and violence against women in Albania.

Duties and Responsibilities

Scope of work

Under the direct supervision of UN Women National Programme Coordinator, the International Consultant will prepare a first draft of the manual to be jointly consulted with the media professionals, part of the media mechanism created in the frame of this project. In developing the Manual the International Consultant will be guided by the Standard Operating Procedures for the Identification and Referral of Victims of Trafficking and Potential Victims of Trafficking, The National Referral Mechanism of Domestic Violence Cases, and other related important documents. The consultant will closely examine prior initiatives on the topic and make use of proven international best practices that have produced positive results in improving reporting of trafficking and violence against women.

Methodology

The international consultant will be expected to develop a work plan and methodology for the elaboration of the manual on reporting of trafficking and violence against women. Final methodology will be agreed with UN Women upon start of the consultancy.

Tasks and Responsibilities

The International Consultant is expected to work closely with UN Women Programme Coordinator, UN Women Project Coordinator, with a UN Women contracted National Consultant, as well as cooperate closely with the Media Mechanism created in the frame of this project.

Specifically, the expert will have to:

  • Conduct a short sample assessment of current media reporting of cases of trafficking and gender based violence;
  • Prepare a sample archive of trafficking stories with a special focus on the perpetrators’ and victims profile;
  • Undertake a situation analysis of the challenges faced by journalists in Albania;
  • Draft a code of conduct based on best international practices, on reporting of cases of trafficking and gender based violence in Albania;
  • Work on concrete reporting tools and schemes for use by the journalists (toolkit);
  • Consult the draft with the Media Mechanism Members and reflect their comments and suggestions;
  • Prepare a second draft to be approved by UN Women and Ministry of Interior;
  • Finalize the integral manual based on approval of the second draft;
  • Prepare a training programme and training package for use during trainings with journalists.
  • Train a group of 20 media professionals from national and local printed and visual media on reporting of trafficking and gender based violence cases.

Deliverables

The International Consultant, in collaboration with the National Consultant will deliver the concrete outputs as follows:

  • Detailed work plan and methodology;
  • 1st draft of the manual composed of:  a) An assessment report of current media reporting of cases of trafficking; b) A short archive of trafficking stories; c) A situation analysis of the challenges faced by journalists in Albania; d) A code of conduct based on best practices; e) A set of reporting tools and schemes for use by the journalists;
  • A second revised draft to be approved by UN Women and Ministry of Interior;
  • A final draft of the integral manual based on approval of the second draft;
  • A two-day training programme and training package;
  • Delivered two-day training with a group of 20 media professionals.

Duration of the Assignment

The Consultant is expected to carry out the assignment for 15 working days over a period of 2 months. The assignment is expected to commence from October until December 2014. The assignment is home-based with travel to Tirana based on mission requirements.

Required Skills and Experience

Education/Academic Qualification:

  • Post-graduate degree in gender, communication sciences, media or relevant fields;

Work experience:

  • At least 7 years professional experience in gender, communication sciences or relevant fields including proven experience in the field of gender based violence;
  • Sound and practical experience in manual preparations and training delivery;
  • Experience in legal frameworks and policy analysis;
  • Experience in developing code of conducts for different target groups, especially media;
  • Previous experience in developing manuals/toolkits/ and/or code of conducts to governments, international organizations or civil society organization’s on trafficking, gender and media related issues;
  • Previous experience in working with media professionals and drafting working materials (manuals, code of conducts, etc) for this target group;
  • Experience in UN interagency cooperation, particularly on Gender and Media is an asset;

Language requirements:

  • Full working knowledge of English, including excellent report writing and presentation skills in English.

Evaluation of Applicants

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive to and compliant with the ToR; and
  • Having received the highest score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Criteria:

  • Technical Evaluation (70%) – Maximum Obtainable Points 70;
  • Technical qualifications – Maximum Obtainable Points 50;
  • Interview Evaluation - Maximum Obtainable Points 20;
  • Financial Evaluation (30%) – Maximum Obtainable Points 30.

Total - 100 points.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

  • p = points for the financial proposal being evaluated
  • µ = price of the lowest priced proposal
  • z = price of the proposal being evaluated
