Background

Trafficking in human beings remains a concern for the Albanian society and authorities, who despite constant efforts are still facing challenges that limit an efficient and sustained response to this phenomenon also referred to as “modern days’ slavery”. Despite the economic growth witnessed over the last five years, a number of regions in the country remain economically deprived due to limited infrastructure, undeveloped labour market and lack of local development initiatives. This situation continues to fuel internal migration from rural to urban areas, as well as international migration of Albanian citizens who often seek irregular routes, exposing themselves therefore to high risks of being exploited. The strongest factor to trafficking in women and girls is strongly related to harsh economic conditions. Other factors include the limited awareness of the existence of this phenomenon, romanticized views of work abroad, perceived marriage opportunities as well as coercion from parents, friends and acquaintances. Moreover, Media despite the human dimension of trafficking is very often interested by the scoop, often leading to the stigmatization of the victim. Domestic violence is also a strong precursor and/or concurrent of trafficking in women and girls. Lack of uneven response towards domestic violence around the country increases lethality and puts survivors to a higher risk of trafficking and exploitation.

To address this concern, in collaboration with the Ministry of Interior, UN Women and the European Commission have launched a new joint programme on Preventing and Addressing Violence against Women and Girls in Albania.

The project will support the provision of services for the integration of women survivors of violence and trafficking into society, primarily by increasing their knowledge and awareness related to income opportunities, developing their skills to become self-employed and provide limited support to start-up businesses. To increase general societal awareness a combination of strategies will be implemented.  In Albania, where the focus is reducing trafficking of women and girls, key stakeholder groups will be targeted such as the media, the universities and in particular the vulnerable groups of women and young girls.

During implementation of the project, a manual on reporting cases of trafficking and violence against women will be drafted, published and disseminated to journalists through training. The manual will be delivered through training to journalists coming from the public and private media and operate at the national level. At the same time, a monitoring process of media reporting cases on trafficking and violence against women for the period February 2014 – December 2015 will take place. At the end of the monitoring process, a final report with results and recommendations will be prepared, published and launched during a media event on February 2015.

Based on the above, UN Women requires the support of a Local Consultant, who will: assist an International Consultant (team leader)in drafting and finalizing a manual on reporting cases for trafficking and violence against women to be used as a code of conduct for media professionals to adequately report trafficking and gender based violence in Albania; assist the International Consultant in disseminating the manual through trainings to a group of media professionals from national and local printed and visual media; individually conduct a monitoring process of media reporting cases on trafficking and violence against women for the period February 2014 – December 2015 and prepare a monitoring report for publication and launching by February 2015.

Duties and Responsibilities

Under the overall supervision of the National Program Coordinator and in collaboration with the Project Staff, the Local Consultant will work on two main outputs as below:

Output I - Manual preparation and Trainings with Journalists:

  • Collaborate with the International Consultant and follow given directives and guidelines;
  • Assist the International Consultant in conducting a short sample assessment of current media reporting of cases of trafficking and gender based violence;
  • Assist the International Consultant in preparing a sample archive of trafficking stories with a special focus on the perpetrators’ and victims profile;
  • Assist the International Consultant in preparing a situation analysis of the challenges faced by journalists in Albania;
  • Assist the International Consultant in the preparation of  concrete reporting tools and schemes for use by the journalists (toolkit);
  • Assist the International Consultant in drafting and finalizing a code of conduct after the approval of a final draft by UN Women and the Project’s Media Mechanism;
  • Assist the International Consultant in prepare a training programme and training package for use during trainings with journalists;
  • Assist the International Consultant in training a group of 20 media professionals from national and local printed and visual media on reporting of trafficking and gender based violence cases.

In this phase the Local Consultant will work closely with the International Consultant who will lead work for the first output.  

Output II - Monitoring Process and Report Preparation:

  • Prepare a detailed methodology of the monitoring process;
  • Identify a rich list of visual and hardcopy databases for use during the monitoring process;
  • Make use of all electronic and hardcopy media databases to which the consultant is granted/or has ensured access;
  • Individually conduct the monitoring process of media reporting cases on trafficking and violence  against women for the period February 2014 – December 2015;
  • Provide feedback to the International Consultant for the preparation of the Manual, based on the observations during the monitoring process (see 1st main task above);
  • Prepare a first draft of the monitoring report with results and recommendations;
  • Finalize the report for publication within January 2015;
  • Present the monitoring report findings and recommendations during the Media Event organized by UN Women on February 2015;

In this second output the Local Consultant will work independently and individually, under the guidance of the National Program coordinator and close cooperation with the project team.

Duration and remuneration

The duration of the consultancy will be until February 2015. It is estimated that the above tasks would require 30 working days during this period. Payment will be made in installments upon timely submission of established deliverables.

Additional Competencies:

  • Previous experience in developing manuals/toolkits/ and/or code of conducts to governments, international organizations or civil society organization’s on trafficking, gender and media related issues;
  • Previous experience in working with media professionals and drafting working materials (manuals, code of conducts, etc) for this target group;
  • Excellent communication, presentation and writing skills in English;
  • Diverse organizational work experience is an asset;
  • Demonstrated ability to work in an independent manner;
  • Strong teamwork and leadership skills;
  • Awareness of both gender equality and media’s challenges of developing countries like Albania;
  • Ability to organize work efficiently and deal with multiple tasks;
  • Experience in UN interagency cooperation, particularly on Gender and Media is an asset;

Required Skills and Experience

Education/Academic Qualification:

  • Post-graduate degree in gender, communication sciences, media or relevant fields;

Work experience:

  • At least 7 years professional experience in gender, communication sciences or relevant fields including proven experience in the field of gender based violence;

  • Sound and practical experience in media monitoring, manual preparations, training delivery;
  • Previous experience in developing manuals/toolkits/ and/or code of conducts to governments, international organizations or civil society organization’s on trafficking, gender and media related issues;
  • Proven research and analytical skills;
  • Proven ability to work within limited time constraints in the preparation of high quality documents;
  • Ability to work in group as well as in an independent manner and organize the workflow efficiently;
  • Ability to organize work efficiently and deal with multiple tasks;
  • Experience in UN interagency cooperation, particularly on Gender and Media is an asset;

Language requirements:

  • Solid analytical, writing and communication skills in both Albanian and English;

Evaluation of Applicants:

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal. The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 70 points:

Financial Criteria - 30% of total evaluation – max. 30 points
