Background

The United Nations Development Programme (UNDP) Myanmar has embarked on a new Country Programme Action Plan (CPAP, 2013-105) in partnership with the Government of Myanmar, and under the United Nations Assistance Framework (UNSF, 2012-2015). The CPAP comprises 3 pillars, namely:  Pillar 1 – Local Governance; Pillar 2 – Climate Change, Environment, Energy and Disaster Risk Reduction; and Pillar 3 – Democratic Governance and Development Effectiveness.  The Local Governance pillar comprises 5 outputs, namely: output 1 – strengthened institutional capacity of local government; output 2 – strengthened institutional capacity of civil society organizations; output 3 – strengthened capacity of local media institutions; output 4 – strengthened institutional capacity of micro-finance service-providers; and output 5 – improved livelihoods and social cohesion. Output 5 will support livelihood recovery and development activities in 7 states of the country, and will also support opportunities for social cohesion and peacebuilding, at national, regional and local levels.

In Rakhine state, UNDP plans to undertake a number of infrastructure construction activities. The construction activities will be undertaken by Implementing Partners (IPs), which will either be INGOs, NGOs or private contractors, and in some cases, using community labour through cash-for-work schemes.

Under the direct supervision of the Early Recovery Manager (Rakhine, Sittwe) the Civil Engineer supports implementation of infrastructure activities in the relevant state.

Duties and Responsibilities

Within the framework of UNDP’s work programme, policies and procedures the Civil Engineer will be responsible for providing technical supports to the UNDP team. In particular, he/she will undertake the following tasks:

Summary of Key Functions:

Develop/review technical feasibility, design, and procurement actions for construction activities

  • Develop and/or supervise and finalize structural designs and specifications for new infrastructure;
  • Analyze, advise and recommend on risks associated with natural disasters including wind, earthquake, fire and floods to be reflected in the designs and specifications;
  • Prepare and submit budget estimation on infrastructure as and when required;
  • Participate in technical and financial evaluation panels.

Monitor technical implementation of construction activities

  • Develop and implement quality control programs;
  • Monitor construction quality across construction sites based on national and international standards;
  • Monitor construction projects to ensure that procedures, materials and equipment comply with approved project plans, specifications and samples, agreed standards and quality;
  • Investigate damage, accidents, or delays at construction sites, to ensure that proper procedures are being carried out;
  • Hold regular discussions with, and provide feedback to implementing partners and contractors and resolve matters such as work procedures, complaints, and construction problems.

Support capacity-development, monitoring and reporting around construction activities

  • Interact with community and educate them on construction quality standards measures and practices;
  • Facilitate independent quality check exercises prior to completion of construction activities;
  • Submit progress and completion reports of construction activities.

The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

Education: 

  • A Bachelor Degree in Civil Engineering.

Experience:

  • At least two years of experience in construction, construction management, or construction administration in order to interpret contract documents, specifications, and blueprints as well as supervise and monitor infrastructure construction;
  • Experience of monitoring and implementing similar kind of construction projects;
  • Technical knowledge on designing community and livelihood infrastructure for varying geographical sites;
  • Knowledge of safe construction practices;
  • Prior work experience with UN/UNDP or INGO/NGO involved in similar activities.

Language Requirements: 

  • Written and oral fluency in Myanmar and English.
