Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. UN Women’s work is grounded on the growing recognition among partners of the UN Women’s special role and mandate in leading development partners’ efforts on gender equality and women human rights advancement.

UN Women Multi-Country Office Kazakhstan (MCO Kazakhstan) is located in Almaty (Republic of Kazakhstan) and upon request of the Governments covers 4 countries of Central Asia: Kazakhstan, Tajikistan, Turkmenistan and Uzbekistan. To ensure efficient information sharing, knowledge leveraging and high level of visibility with regard to UN Women programme activity,  series of bilingual corporate brochures (CB) have been developed, produced and widely disseminated among wide range of partners since 2004 to feature Organization’s vision, mission, strategic approaches, programme activities, outcomes and share plans. A CB is considered to be one of the most efficient traditional tools to raise public awareness, mobilize resources, sharpen Organization’s identity, popularize its values and extend the influence. High quality CB is crucial in order to promote strategic partnerships and win new supporters, i.e. non-traditional donors, which is particularly important in terms of the current resource mobilization efforts.

Currently, UN Women MCO Kazakhstan is the process of the development of the corporate brochure covering UN Women work in 4 countries of Central Asia. Following this purpose the UN Women MCO Kazakhstan is seeking for a highly qualified writer for UN Women MCO Kazakhstan corporate brochure “UN Women in Central Asia”. Since the publication will be used for the external reader and disseminated widely among the public, the brochure shall be written in a clear, concise manner, featuring UN Women key directions of work and priorities in Central Asia, past achievements, strategies, partnerships and ongoing and planned activities within the set priorities.

Duties and Responsibilities

Scope of work:

Under the direct supervision of the MCO Kazakhstan Programme/Knowledge Management Analyst (PKMA) the international consultant will undertake the following tasks:

  • Review key programmatic documents provided by MCO Kazakhstan (i.e. 2014-15 Annual Work plan, strategic note, project documents, selected annual and donor reports, previous version of the corporate brochure for Eastern Europe and Central Asia), review other UN/international NGOs corporate materials, and develop a detailed outline of the MCO Kazakhstan corporate brochure;
  • On the basis of the approved outline prepare high quality texts (essential excerpts with clear, precise message in a reader-friendly manner) and provide the first version of the text (15-20 pages/Word/11pt/Times new roman/single paragraph) for MCO Kazakhstan approval;
  • Provide the final version of the text.

 Deliverables:

  • Desk review conducted and an outline of the corporate brochure developed  5 working days – by October 15, 2014;
  • Draft version of the corporate brochure text (15-20 pages/Word/11pt/Times new roman/single paragraph) provided and approved by the MCO Kazakhstan – 9 working days – by October 30, 2014;
  • Final version of the text provided and approved by the MCO Kazakhstan – 5 working days – by November 15, 2014;
  • Final check of the layout version done – 1 working day – by November 30, 2014.

Payment Modality and Timeframe:

Payment for the services will be made in one installment upon direct Supervisor authorization of satisfactory Services and submission of set deliverables.

 

Competencies

  • Outstanding analytical and writing skills needed to prepare a consistent, reader-friendly text comprised of essential excerpts with clear, precise messages easy understandable for a wide audience. (to be assessed upon the submission of work samples);
  • Excellent understanding of women’s human rights issues;
  • Strong ability to use relevant vocabulary and terminology (to be assessed upon the submission of work samples);
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Highest standards of integrity, discretion and loyalty.

Required Skills and Experience

To be selected the candidate must meet the following requirements:

Education:

  • University degree in Journalism, Philology, Editing, Social Sciences, or other relevant field.

Experience:

  • At least 5 years of past experience in substance writing/editing on the subject of women’s human rights, democratic governance, poverty reduction, peace and security, MDG; and/or preparing annual, programme/donor reports, newsletters, brochures that are used for wide public dissemination;
  • Proved experience in working with UN, other international organizations or reputable international NGOs during at least 3 years.

Language:

  • Proficiency in English.

Evaluation:

UN Women applies fair and transparent selection process that takes into account the skills, experience and competencies of the applicants as well as their financial proposals. The contract shall be awarded to senior editor/writer who is the most qualified and provides the best value for money.

Only candidates who meet technical requirements will be considered for the second stage of evaluation and will be requested to submit financial proposal.

  • University degree in Journalism, Philology, Editing, Social Sciences, or other relevant field (30 points);
  • At least 5 years of past experience in substance writing/editing on the subject of women’s human rights, democratic governance, poverty reduction, peace and security, MDG; and/or preparing annual, programme/donor reports, newsletters, brochures that are used for wide public dissemination (100);
  • Proved experience in working with UN, other international organizations or reputable international NGOs during at least 3 years 50 points);
  • Outstanding analytical and writing skills needed to prepare a consistent, reader-friendly text comprised of upon the submission of work samples) (80 points);
  • Excellent understanding of women’s human rights issues, strong ability to use relevant vocabulary and terminology (to be assessed upon the submission of work samples) (60 points);
  • Proficiency in English (30 points)

Maximum total technical scoring: 350 points

Only candidates who have passed over the mandatory criteria and have accumulated at least 245 points under technical evaluation will qualify to the next round of financial evaluation.

Evaluation of the submitted financial offers will be done based on the following formula:

S = Fmin / F * 150, where S - score received on financial evaluation; Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - Financial offer under the consideration.

Winning candidate:

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring)
