Background

Introduction

This is the Terms of Reference (ToR) for the UNDP-GEF Midterm Review (MTR) of the full sized project titled Promoting Autonomous Adaptation at the local level in Ethiopia (PIMS 4107) implemented through the Ministry of Environment and Forest which is to be undertaken in 2014. The project started on the 19th October 2012 and is in its second year of implementation. In line with the UNDP-GEF Guidance on MTRs, this MTR process was initiated before the submission of the second Project Implementation Report (PIR). This ToR sets out the expectations for this MTR.  The MTR process must follow the guidance outlined in the document Guidance For Conducting Midterm Reviews of UNDP-Supported, GEF-Financed Projects).

Project Background Information

Climate change is of critical importance to the sustainable growth of Ethiopia.  Its economy remains reliant on climate sensitive agriculture, natural resources management and energy.  Warming has occurred across much of Ethiopia, with mean annual temperature estimated to have increased by 1.3°C between 1960 and 2006, an average rate of 0.28°C per decade.  With this has come greater inter-seasonal rainfall variability that has negative effects on the nation’s land-based productive sectors and existing urban infrastructure.  Against this background, the main objective of the project on Promoting Autonomous Adaptation at the local level in Ethiopia is to support local communities and administrations at the lowest level of government to design and implement adaptation actions aimed at reducing vulnerability and building resilience, especially in those communities that are particularly vulnerable in Ethiopia. The goal of the project is to support Ethiopia to increase resilience to Climate Change through both immediate and long-term adaptation measures in development policies, plans, programmes, projects and actions. The project has a total budget of US$ 5,307,885 from which US$ 300, 000 is from UNDP and the remaining from the GEF which will be utilized over a period of four years since October, 2012
