Background

This is the Terms of Reference (ToR) for the UNDP-GEF Midterm Review (MTR) of the full sized project titled Promoting Autonomous Adaptation at the local level in Ethiopia (PIMS 4107) implemented through the Ministry of Environment and Forest which is to be undertaken in 2014. The project started on the 19th October 2012 and is in its second year of implementation. In line with the UNDP-GEF Guidance on MTRs, this MTR process was initiated before the submission of the second Project Implementation Report (PIR). This ToR sets out the expectations for this MTR.  The MTR process must follow the guidance outlined in the document Guidance For Conducting Midterm Reviews of UNDP-Supported, GEF-Financed Projects).

Duties and Responsibilities

The MTR will assess progress towards the achievement of the project objectives and outcomes as specified in the Project Document, and assess early signs of project success or failure with the goal of identifying the necessary changes to be made in order to set the project on-track to achieve its intended results. The MTR will also review the project’s strategy, its risks to sustainability

Competencies

  • Demonstrate understanding of issues related to GEF Climate Change adaptation projects: experience in gender and climate sensitive evaluation and analysis;
  • Competence in adaptive management, as applied to  GEF  Climate Change adaptation projects;
  • Demonstrable analytical skills;
  • Excellent communication skills;
  • Capacity to communicate fluently with different stakeholders (civil society, government authorities, local communities, project staff);   
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Highest standards of integrity, discretion and loyalty.

Required Skills and Experience

Academic Qualifications:

  • A Master’s degree in Climate Change adaptation, climate science, Environmental science, Natural resource management or other closely related field.

Years of experience:

  • At least 10 years of progressive work experience in designing, management, monitoring & evaluation of development programmes;
  • Extensive expertise, knowledge, and experience in the field of evaluation of development programmes, mainly climate change adaptation or environment projects;
  • Knowledge of application of result-based management evaluation methodologies;
  • Knowledge of application of  SMART indicators and reconstructing or validating baseline scenarios;
  • Experience in working with GEF or conduct GEF- programmes evaluation;
  • Experience working in  GEF or other international environment programmes in  Africa Region.

Language and other skills:        

  • Excellent knowledge of English, including the ability to set out a coherent argument in presentations and group interactions;
