Background

Organizational Context

Grounded in the vision of equality enshrined in the Charter of the UN, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN women leas and coordinates United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

In South Sudan, UN Women’s programme on leadership and participation is guided by international commitments to women’s representation. The Convention on the Elimination of All Forms of Discrimination against Women upholds women’s right to participate in public life, while the Beijing Platform for Action calls for removing barriers to equal participation. The Millennium Development Goals measure progress towards gender equality in part by the proportion of women in parliamentary seats. 
Towards this end, UN Women has continued to provide support to the country by strengthening the institutional capacity of government institutions and providing training for women leaders to take the mantle of leadership and decision making in the political and socio-economic arenas.   Other initiatives are geared towards encourage young men and women to engage in peace building and conflict resolution initiatives, and advocacy around making gender equality measures central to public policymaking.

The proposed National Transportational Leadership Institute - University of Juba.

While the Government of the Republic of South Sudan, has set up a National Gender Machinery to respond to the provisions in the constitution and the South Sudan Development Plan (SSDP 2014-2016) in order to respond to various gender needs of the country, there is need to institutionalize transformational leadership at higher institutions of learning in South Sudan.  To address the above gaps, UNWOMEN, the Ministry of Gender Child and Social Welfare and the University of Juba, have taken the initiative to establish a National Transformational Leadership Institute (NTLI)  at Juba University.

The institute among others will aim at strengthening and building the competencies of leaders in Government, Business and Private Sector, Political arena and Civil Society to facilitate accelerated, equitable and sustainable progress in development. The institute will serve as a center of excellence and knowledge hub for training, mentoring and experiential learning programmes for Women Leaders at the national and sub national level of government in South Sudan.

In view of the above, UN Women wishes to recruit an International Consultant to Develop a Project Document for the establishment the National Transformational Institute at Juba University. This consultant will be attached to University of Juba during the period of the assignment.

Duties and Responsibilities

Duties and Responsibilities

Under the overall supervision of National Steering Committee (NSC) and UNWOMEN Country Representative and close supervision from the Team Leader Governance and Leadership and the Principal, Juba University,   the International Consultant will be responsible for developing a Project Document for the establishment of NTLI.

Objectives of the Assignment

The objective of the assignment is to develop a Medium-Term project document that will guide the establishment of National Transformational Leadership Institute (NTLI) at the University of Juba.

Scope of work

The International Consultant will lead the design and development of a Project Document for the establishment of the NTLI in the University of Juba. S/He will work in partnership with a national consultant to prepare a comprehensive project document for the establishment of the NTLI.

His/her tasks will include:

  • Guide and lead the overall development of the project document including preparation of a work plan and coordinating inputs of the consultant’s team;
  • Provide technical inputs, guidance and quality control for the development of a baseline, stakeholder consultation and analysis, as well as formulation of the Results Framework;
  • Formulation of a comprehensive project document, while ensuring project quality control in line with University of Juba requirements and government priorities;
  • Ensure coherence with the University of Juba’s multi-focal area portfolio;
  •  Oversee finalization of the results framework including definition of project outcomes, outputs, project activities and verifiable indicators of success;
  • Provide the incremental cost rationale for the project and quantify direct and indirect benefits of the project and guide any related discussions with the NSC;
  • Define necessary institutional and management arrangements relevant to the project including financing and co-financing arrangements;
  • Compile all relevant Annexes for the medium-size project document and NSC endorsement template.

Duration of the Assignment

The time input of the project document preparation for this assignment is 30 working -days, spread over a period from  October to November  2014.

The contract will be output-based, with a schedule of payments according to the indicative timetable for the project preparation phase below:

Key deliverables:
The following products are to be delivered:

  • Detailed Work plan for the Assignment (within 1week of the assignment);
  • NTLI Project Document;
  • A (3-4)  page NTLI Brochure showing the Vision and Mission Statement, objective of the NTL;
  • Preparation of this key deliverables will include quality control and final formulation of the following indicative sections of the NTLI project document;
  • Situation Analysis (including sections on context and global/regional significance, threats/root causes/barriers analysis, institutional/sectoral/policy context, stakeholder analysis, analysis of gender issues);
  • Strategy (including l sections on project rationale and policy conformity, project goal, objective, outcomes, outputs and activities, project indicators, risks and assumptions, University of Juba ownership, sustainability and replicability).

Management Arrangements:

  • Monitoring and Evaluation Plan and Budget;
  • Incremental Cost Analysis (including, Summary of costs, additional cost matrix);
  • Strategic Results Framework;
  • Total Budget and Workplan;
  • Project Organogram;
  • Project timetable;
  • Terms of Reference for Project staff and main sub-contracts
  • Stakeholder involvement Plan.

Annexes and additional information:

  • Proposed structure of the NTLI;
  • Curriculum development plan;
  • Stakeholder’s contribution to the project e.g.  Juba University, UNWOMEN, MoGCSW i.e. (land, space, technical assistance, funding etc;
  • Identify legal process for accreditation;
  • Proposed Vision and Mission Statement.

These sections are indicative; as templates may be subject to change. The International consultant will be required to obtain guidance from the NSC on applicable formats and templates and ensure that his/her work is compliant with what the NSC requires.

Provision of Monitoring and Progress Control

The International Consultant hold periodic meetings and consultation with the NSC to agree on the work plan, and format of the project documents. A technical consultation workshop will be organized with the support from UNWOMEN to receive comments from stakeholders.

Cooperation with National Consultant:
Under the overall supervision of the NSC, the International Consultant will work in partnership with national experts to help review a number of issues related to the project preparation and development. The International consultant will be the team leader. The team leader will have overall responsibility for monitoring and coordinating the service performance among her/his team members

Competencies

Functional Competencies:

  • Strong knowledge of processes and drafting of project documents;
  • Knowledge of gender equality and women's empowerment, especially in the context of post conflict region and analytical work in international development;
  • Ability to establish and maintain strategic partnerships with government institutions, donors, civil society partners and other UN agencies;
  • Excellent communication, writing skills, and analytical skills;
  • Ability to establish priorities and to plan, coordinate and monitor own work plan;
  • Excellent oral and written communication skills in English;
  • Ability to work under pressure.

Required Skills and Experience

Education:

  • Advanced degree preferably in Education Planning and Management, Gender Studies, International Development and Social Sciences.

Experience:

  • At least 10 years of relevant experience with higher institution of learning   or University in the area of programme design and development;
  • Field experience would be an asset;
  • Experience in setting up and establishing institutions for learning/training;
  • Experience in providing legal expertise and policy analysis;
  • Experiences in formulation and implementation of cross-cutting capacity development strategies is an advantage;
  • Track record in the design, monitoring and evaluation of development projects and establishing/facilitating relationships between international organizations and national governments;
  • Proven record of writing skills/experience and Strong research skills and experience in conducting gender analysis;
  • Practical experience from similar project management, especially results based management, logical framework with a very good understanding of UN policies and practices;
  • Work experience and sound knowledge about establishment of institution of learning;
  • Proven experience in gender and women’s empowerment.

Language:

  • Fluency in English.
