Background

UNDP Country Programme in Myanmar (2013-15) aims to promote poverty reduction and sustainable development that are rights-based, gender-sensitive, inclusive and equitable by strengthening institutional capacity of national and local governments and non-state actors.  UNDP’s Programme in Myanmar focuses on three areas: local governance, disaster resilience and environmental governance and democratic governance.

Pillar II focuses on strengthening capacities at local, regional and national level to manage and utilize natural resources in a sustainable way, and to enhance resilience and adaptive capacity to long-term climate change including variability impacts and to reduce the associated risk of disasters.   

UNDP Disaster Risk Reduction Project is under the Pillar II of the Country Programme and aims to build disaster resilient communities by enhancing the country’s disaster risk management institutions, systems and networks. The project sets out to build preparedness, mitigation, recovery capacities of communities, the civil society and local and national institutions to manage the impact of disasters, as well as the capacity to incorporate DRR into development planning.

UNDP identifies to recruit a DRR Specialist to support and provide technical inputs into DRR-related activities.

Duties and Responsibilities

Under the supervision and administrative guidance of the Programme Analyst (Disaster Risk Reduction) of UNDP, the DRR Specialist:

  • Supports the Pillar II team in the day-to-day management of Disaster Risk Reduction project-related activities;
  • Provides advice to Government counterparts and facilitates knowledge building.

  • Provides technical expertise and guidance to all project components, and supports the Programme Analyst in the coordination of the implementation of planned activities under the project as stipulated in the project document/work plan;
  • Assumes specific responsibility for the technical input in carrying out critical project activities, with the project team and/or with the support of international specialists and national experts as appropriate; in particular for risk assessments, the improving of early warning dissemination, the strengthening of public awareness strategies, and the establishment of a Disaster Loss and Damage Database;
  • Provides technical inputs for the developments of a capacity development strategy, a business plan and the curriculum for a Disaster Management Training Centre;
  • Provides input to the development of technical training packages for all target groups and provides a peer review function; in certain cases carries out selected training events;
  • Ensures that technical contracts meet the highest standards; provides inputs into the development of Terms of Reference for sub-contracts, assists with the selection process, recommends best candidates and approaches, provides technical peer function to sub-contractors; provides training and backstopping where necessary; and
  • Provides technical inputs into the work of the multi-stakeholder coordination mechanism at all levels and other relevant institutions.

Provides advice to Government counterparts and facilitates knowledge building

  • Serves in a mentoring and back stopping function to staff of RRD, as relevant;
  • Advises on key policy and legal issues pertaining to the project; engages on and contributes to policy dialogues on all levels, including the national level;
  • Ensures Knowledge Management and Learning, provides technical inputs in conducting DRR related research as well as the dissemination of research findings and recommendations to the stakeholders; and
  • Identifies and documents DRR programming best practices and lessons learned.

Impact of Results

The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the CPAP and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

Education

  • A Bachelor degree in social sciences, disaster risk management, development studies or other field of studies related to disaster risk reduction;
  • A Master degree in disaster risk management or Diploma or certified training relevant to DRR theory/practice will be considered as an advantage.

Experience

  • Minimum 2 years of professional experience in disaster risk reduction field of work;
  • Proven record of experience in capacity building, inter agency/department coordination, policy advocacy. In addition, the incumbent should be able to handle MS Office suite applications (Word, Excel, Outlook, and Power Point).

Language Requirements:

  • Good oral and written command of English and Myanmar language.
