Background

The DSRSG/RC/HC leads the humanitarian, recovery and development agenda in Mali. In this regard, he is supported by several substantive sections including the stabilization & Recovery section, the DDR/SSR section, the Justice and Corrections section, and an integrated electoral team. The sections work in close collaboration with UN Agencies, funds and programmes and cover a wide range of areas including the restoration of state authority, capacity building for national institutions, security sector reform, donor coordination activities, quick impact projects (QIPs) and management of trust fund mechanisms in support of the stabilization and recovery agenda.

Central to this is the ability to effectively communicate on the work of the United Nations on the ground, and to provide direct support to the DSRSG/RC/HC in his efforts to leverage the UN activities vis-à-vis a broader variety of stakeholders, including the donors’ community.
 

Duties and Responsibilities

Functions / Key Results Expected:

This position is located in the office of the Resident Coordinator. The Officer works under the overall guidance of the DSRSG/RC/HC and reports to the Director of Stabilization and Recovery.The Communication Advisor will be based in Bamako with regular field visits in the North or elsewhere as requested.

More specifically, s/he will:

  • Provide strategic support to the DSRSG/RC/HC in order to showcase and facilitate the leveraging of the UN system activities; 
  • Advise the DSRSG/RC/HC in his relation with the media;
  • Organize media events and coverage to leverage activities of the UN system in Mali in close partnership with the Public Information Office and other UN agencies’ public information focal points and teams;
  • Develop and ensure communication of UN activities through social media network and other channels as appropriate;
  • Ensure key communication products / messages are harmonized within the UN system to reflect common stabilization and recovery efforts, as to facilitate DSRSG/RC/HC in resources mobilization efforts;
  • Provide support to the UNCG and the implementation of the Joint communication strategy;
  • Perform any other duties as requested;

  • Establishes strong and fruitful partnerships with relevant stakeholders;
  • Provides solid substantive support to MINUSMA sections under the DSRSG/RC/HC pillar.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s degree or equivalent) in social sciences, international relations, development, media studies or journalism;
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of ten (10) years of progressively responsible experience in the field of media relations and communications with very good knowledge of UN system.

Language:

  • Fluency in French is required.

Evaluation process:

The contract will be awarded to the candidate who received the highest score out of a pre-determined set of weighted technical and financial criteria: Technical Criteria weight: 70% + Financial Criteria weight: 30%. Individual consultants will be evaluated based on Cumulative analysis. When using this weighted scoring method, the award of the contract shall be made to the individual Consultant whose offer has been evaluated and determined as:

Responsive/compliant/acceptable, and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation:

  • Technical Criteria weight: 70%.
  • Financial Criteria weight: 30%.
  • Only candidates obtaining a minimum of 70% (70 points out of 100) of the total obtainable technical points would be considered for the Financial Evaluation.

The pre-determined questions to be asked during the interview would be in line with the below Criteria:

  • Background - educational and experience : 40
  • Proposed methodology : 30
  • Financial Offer = 30% or 30 points.
