Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Under the overall guidance of the Country Director and the direct supervision of the Programme Manager, the Communications Specialist supports the Political Empowerment Unit in coordinating the activities related to the National Citizenship Initiative.  The Communications  expert employs effective tools to aid in promoting the UN Women Programmes and implementing the larger UN Women Communication and Media Strategy.

The Communications Expert works closely with the UNW project and WPE team to ensure exchange of information and timely service delivery. Moreover the Communication expert will collaborate closely with the Country Office colleagues to ensure communications strategies, media relations and organizational outreach efforts are aligned with corporate communications policies and initiatives. S/he also collaborates with CO colleagues to support outreach campaigns, support the activities and special events organized for UN Women.

 

Duties and Responsibilities

Summary of Key Functions:

  • Support communications and advocacy  related matters, such as website content, newsletters, press releases and publications related to the political empowerment unit;
  • Support implementation and coordination of the national UN Women communications strategy for the citizenship initiative;
  • Develop synergies and close follow up among the different communication components of the citizenship initiative in particular between the Public awareness information strategy and the social media campaign;
  • Assist UN Women Egypt in the development of its communications materials, including g publications, website, newsletters, press releases and reports;
  • Provide support in the organization of trainings, workshops and UN Women events for the unit.

Deliverables:

Communication strategies:

  • Revise and update the existing communication strategy of the   citizenship initiative (10 working days-September 2014).

Publications and manuals:

  • Develop new ideas for the development of two manuals / toolkits as part of the citizenship programme linking their content to the existing manuals developed in 2013-2014. (15 working days-January 2015);
  • Develop and lead on workshops with local NGOs and partners in the use of the manuals during the outreach campaign of the citizenship project (18 working days-Dec-May 2015).

Social media and communication campaigns:

  • Lead on monthly meetings related to the implementation of the social media campaign and the public service campaign by meeting the partners  (Wojood and Kijami companies) and revise/approve their work and prepare a monthly report on the follow up (September-February 4 days a month);
  • Lead on the communication activities related to the citizenship initiative by accompanying partners to the field during field work activities  (September-February3- 5 days a month);
  • Design 10 community awareness  sessions for the citizenship initiative (25 working days- December 2014-January 2015);
  • Lead in the implementation of the 10 workshops for the community awareness campaign of the citizenship initiative (February- May 2015- 2 days a month);
  • Assist during the conduction of testing focus groups meetings for the content of the Public Service Announcements ( December 2014-4 working).
  • Support in the development of the airing plan for the Public Service Announcement (5 working days-February 2015)

Required Skills and Experience

Education:

  • A university degree in communication, management or development related areas – Mass communication, Public relations, Economics, Public Policy, Development Management etc.

Experience:

  • 5 years of professional experience with a proven professional record in working in the field of media and communication, with media channels and online communications platforms;
  • Experience in working with women’s organizations an asset.

Language:

  • Fluency (written and spoken) in English and Arabic required.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis:

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight; 70%.

Financial Criteria weight; 30%.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the Financial Evaluation.

Criteria Weight Technical: 70%

  • Criteria:   At least five years of relevant experience in media and communication work (Weight: 30%. Maximum obtainable Points: 30);
  • Criteria: expertise in developing social media and awareness campaigns (Weight: 30%. Maximum obtainable Points: 30);
  • Criteria:  Knowledge of gender dynamics (Weight 5%; maximum obtainable points 5);
  • Criteria: Excellent written and spoken English and Arabic. (Weight 5%; maximum obtainable points 5).

Financial: Lowest financial proposal: 30%.

Contract will be awarded to the technically qualified consultant who obtains the highest combines score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:

(Lowest Bid Offered*)/(Bid of the Consultant) x 30
*"Lowest Bid Offered" refers to the lowest price offered by Offerors scoring at least 49 points in technical evaluation.
