Background

In keeping with its commitments under Article 4 paragraph 1 and Article 12 paragraph 1 of the United Nations Framework Convention on Climate Change, (UNFCCC) each Party must provide periodical reports to the Conference of the Parties to the UNFCCC. Jamaica submitted its initial National Communication to Executive Secretary at the COP6 in The Hague in November 2000 and its Second National Communication at the COP17 in Durban, South Africa in December 2011.

The Global Environment Facility has provided the Government of Jamaica (GOJ) with funds to address the country’s need to continue to fulfil its obligations under the UNFCCC. The Third National Communication (TNC) and the First Biennial Update Report (FBUR) will be prepared based on the UNFCCC Guidelines for the preparation of national communications from Parties not included in Annex I of the Convention adopted at the 10th Conference of the Parties and are contained in Decision 17/CP.8 and decision 2/CP.17 for the preparation of BURs.

The Climate Change Division (CCD) of the Ministry of Water, Land, Environment and Climate Change (MWLECC) will be responsible for the implementation of the project “Third National Communication and First Biennial Update Report to the UNFCCC”.

The Meteorological Service is Jamaica’s Focal Point to the UNFCCC and the United Nations Development Programme (UNDP) is the executing agency. Funding is provided in accordance with Global environment Facility (GEF) Operational Procedures for Expedited Financing of National Communications from Non-Annex I Parties (GEF/C.22/Inf.16).

Duties and Responsibilities

Scope of Work

To prepare a national inventory of GHG emissions by sources and removal by sinks not controlled by the Montreal Protocol for the period 2006-2012 for Jamaica Third National Communication and First Biennial Update Report. This will be achieved using the 2006 IPPC Revised Guidelines for GHG Inventories.

The key tasks will include:

  • Establishment and management of GHG Inventory Team;
  • Provision of introductory training in the use of the 2006 IPCC Revised Guideline for preparing national GHG inventories to National Experts and relevant stakeholders;
  • Conduct preparation of GHG inventories for appropriate sectors(energy, industrial processes, waste, agriculture and land use, land use change and forestry) and gases as required by the UNFCCC Guidelines for National Communication and Biennial Update from Non-Annex I Parties;
  • Conduct Quality Assurance/Quality Control and uncertainty management procedures following IPCC technical guidelines;
  • Identification of constraints and gaps and related financial, technical and capacity needs in preparing the inventory;
  • Conduct stakeholders consultations in support of data gathering for each sector on completion of first draft;
  • Incorporate feedback into revised draft;
  • Conduct national workshops to present final drafts;
  • Preparation of National Inventory Report with Executive Summary;
  • Prepare reports for BUR on base year 2010;
  • Preparation of report on constraints and gaps;
  • Provide recommendations for the establishment of a data management system for GHG inventories;
  • Provision of report with recommendations for establishing domestic system for MRV;
  •  Any other relevant duties as agreed.

  • Inception report, including methodology and workplan;

  • National Greenhouse Gas Inventory 2006-2012;
  • National Inventory Report with Executive Summary and inventory for 2010 for BUR;
  • Report on domestic MRV System;
  • Report on training workshops with 5 National Inventory experts, stakeholders consultations and national workshops;

Required Skills and Experience

Education:

  • Advanced university degree preferably at PhD level in Physics, Chemistry or Mathematics.

Experience:

  • Expert in the use of the IPPC methodologies for compiling national GHG inventories;
  • Delivering and engaging in capacity building training related to GHG Inventory using IPCC revised guidelines;
  • At least four years experience working at the international level;
  • Working knowledge of the United Nation Framework Convention on Climate Change and the preparation of National Communications;
  • A good understanding of the issues attendant to global warming, climate change and the mitigation of climate change are essential;
  • Computer literate.

Language:

  • Fluent in English.

Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Only the highest ranked candidates who are found qualified for the job will be considered for the financial evaluation (technical criteria 70% of total evaluation and financial criteria 30% of total evaluation);
  • All applicants will be initially screened against the minimum requirements as specified in the terms of reference;
  • Only candidates who have scored a minimum of 70% in the technical evaluation will be considered for an interview and asked to submit a financial proposal.
