Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

As the protracted nature of the Syrian conflict is becoming more apparent and its impact on neighboring countries and host communities more severe, there is an increasing recognition among all partners that the development challenges arising from the crisis need accelerated actions and enhanced capacity in order to be addressed. In this respect, UN Women is contributing to the UNCT and HCT processes to support the Jordanian Government’s efforts and the UN humanitarian response to the Syrian refugee crisis and its impact on the Jordanian host communities. UN efforts have led to the preparation and adoption of a National Resilience Plan (NRP), which provides a coordinated and coherent multi-sectorial national response to the crisis under the supervision of a Host Community Support Platform (HCSP). In support of the implementation of this plan, the Government of Jordan is developing the Jordan Resilience Plan for 2015, which will feed into a regional multi-year plan, the Regional Refugee and Resilience plan.

Duties and Responsibilities

Under the guidance and supervision of the Recovery Specialist, the Specialist will assist the UN Women country office to implement its mandate within the Regional Refugee and Resilience Plan (3RP) and the Jordan Response Plan (JRP). This will include participating into relevant Task Forces and, where relevant, providing secretariat functions as needed. In cooperation with other UN system resources on gender equality, the Specialist will also provide technical assistance on women’s empowerment and gender equality in humanitarian action and resilience programming to UN, government and I/NGO partners engaged in the JRP process.

She/He will work in close collaboration with UNCT members, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society.

Scope of Work and deliverables:

Provide effective support to relevant JRP task forces, including – where relevant - in the provision of guidance, the preparation and implementation of sector reports and documents, reporting on results, and training of partners where necessary. This includes:

  • Provision of secretarial support, as relevant, working with the co-coordinators to ensuring full participation UN Agencies, Government, civil society, multilateral and bilateral institutions and coordination of draft documents;
  • Support to the establishment (based on common guidance) of effective mechanisms for monitoring Task Force implementation based on the JRP and the JRP Monitoring and Evaluation Plan in consultation with UN Agencies, Government, civil society, multilateral and bilateral institutions;
  • Analysis of social protection programmes in Jordan, in the context of JRP. Provision of advice on adjusting strategies and implementation modalities, cost-effective and efficient implementation of joint UN programmes, common services and other support.

Represent UN Women on related JRP and 3RP task forces, focusing on the achievement of the following results:

  • Coordination of UN Women results under the JRP framework and submission of requested information and data;
  • Analysis and quality review of UN Women data received by programming team, prior to submission to JRP structures.

Provision of technical support on gender equality and women’s empowerment in the context of humanitarian action and resilience programming.

Supports the internal monitoring of UN Women’s humanitarian and resilience programming. This includes:

  • The development of a comprehensive monitoring framework across all funding streams, developed into a workplan with key monitoring activities;
  • The development of monitoring handbooks as needed, detailing common agreements on things related to data collection;
  • Training of programme staff on monitoring, as needed;
  • Implementation of monitoring plan, in coordination with humanitarian and resilience staff.

Provides on issues related to humanitarian action and resilience. This includes:

  • The production of background research on different strategies to enhance gender equality and women’s needs and rights in the delivery of humanitarian support;
  • Support to the implementation of the programme, including through the provision of support on operational issues and delivery.
  • Supports the creation of strategic partnerships and support to the implementation of UN Women’s humanitarian and resilience programming resource mobilization strategy focusing on achievement of the following results:
  • Development of partnerships with IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society.
  • Analysis and research of information on donors, preparation of substantive briefs on donor strategies and national development strategies, provision of advice to UN Women staff on ensuring synchronicity, alignment and complementarity between these strategies and UN Women activities.
  • Support the establishment of coordination structures for the JRP Social Protection Task Force; sector strategy developed; indicator framework completed;
  • Internal monitoring strategy for UN Women’s humanitarian and resilience programming developed and implemented; quarterly internal monitoring reports completed.

The position will be remunerated based on an “all inclusive” monthly lump-sum (week-ends and public holidays are not included). The successful candidate will receive his/her payment at the end of every month based on a time sheet duly approved by the UN Women Country Representative.

Required Skills and Experience

Education:

  • Masters Degree related to humanitarian response, international development, or a related social science subjects.

Experience:

  • A minimum 5 years of progressively responsible experience working on humanitarian/ development issues; Experience working in protracted crises/ post conflict environments is a strong asset;
  • Demonstrated ability to work in an independent manner; ability to organize work efficiently and deal with multiple tasks;
  • Proven experience supporting UN/national coordination processes/mechanisms;
  • Experience developing M&E frameworks and overseeing their implementation;
  • Experience engaging with stakeholders, and working with diverse partners;
  • Prior working experience with the UN is strongly desired. Experience working in Jordan is strongly desired.

Language:

  • Fluency in spoken and written English is a requirement;
  • Spoken Arabic is a strong asset.
