Background

The overall objective of the project is to develop the capacity of inter-agency working group created under coordination of the Ministry of Foreign Affairs of Georgia for the purposes of preparation of the state reports to be submitted to the UN human rights treaty bodies on the implementation of the UN core human rights treaties.

The expected project output is strengthening of the capacity of Ministry of Foreign Affairs and the relevant ministries on reporting under international treaties. 

The project will pursue the achievement of the above output through targeted trainings of the members of the working group and relevant MFA staff.

Successful implementation of the project will contribute to the strengthening of the capacity of the inter-agency working group and facilitate the process of preparation of the state reports under UN human rights treaties.

In addition, MFA is striving to ensure sustainability of the process in case of change of the positions of the members of the working group. Therefore, the Expert is expected to develop concrete recommendations in this respect to in the view of the best practices of other states. 

Duties and Responsibilities

The overall goal of the assignment is to facilitate knowledge building of the inter-agency working group on the UPR, and and assist the WG in developing 2nd report of Georgia under UPR. 

The assignment envisages the below tasks:

Conduct training on the on the Universal Periodic Review (UPR), inter alia:

  • Detailed overview what human rights are assessed in the course of UPR;
  • Process of review (periodicity of review and who conducts review; what are review based on; participation of NGOs and Ombudsman);
  • Outcome of review, including importance of implementation of the final outcome;
  • Develop training agenda and methodology to fit the WG context;
  • Develop necessary presentations and materials on reporting for UPR;
  • Highlight gender aspects in the context of the UPR;
  • Facilitate training;
  • Develop training report;

Assist the WG in preparation of the Reporting for the preparation of the 2rd Periodic Report of Georgia

  • Overview of the best practices and approaches with respect to preparation of the state report, including interagency cooperation mechanisms and possibility of cooperation with other stakeholders (NGOs, Ombudsman);
  • Conduct substantive and methodological training how to draft the 2rd Periodic Report of Georgia;
  • Develop recommendations to ensure sustainability of the process of preparation of the state party report based on the best practices;
  • Develop Guidelines for the WG on reporting on UPR.

Outputs:

The trainer will conduct a pre- and post-workshop evaluation and provide a report including chapters on:

  • Background of the workshop; Training material (in PDF and/or CD-ROM format);
  • Methodology applied during training;
  • Analysis of group involvement and their potential and specific areas of improvement;

Deliverables:

  • Training curriculum and materials;
  • 2-day training on the UPR;
  • Guidelines on reporting under  UPR;
  • Comments/recommendations on the draft the 2nd Periodic Report of Georgia;
  • Mission report containing information on accomplishments and scope of work as well as respective recommendations.

Individual consultants will be evaluated based on cumulative analysis method:

Offerors will be evaluated against combination of technical and financial criteria. Maximum obtainable score is 100, out of which the total score for technical criteria equals to 70 and for financial criteria – to 30. Technical evaluation consists of deskreview (50 points) and interview (20 points). 

Offerors not meeting any of minimum qualification requirements will be automatically disqualified. Only offerors obtaining minimum 45 points as a result of the desk review will be considered as qualified offerors and invited for the interview. Those offerors who pass 70% threshold as a result of the interview, and thus obtain minimum 59 points as a result of the technical evaluation (desk review and interview) will be shortlisted and requested to provide financial proposal.

Financial Proposal:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal shall include a breakdown of this lump sum amount.

Required Skills and Experience

Education:

  • Master’s degree in Law or social sciences with specialization on human rights (minimum qualification requirement: 10 points);

Experience: 

  • Strong expertise and minimum five years of experience in the area of human rights (minimum qualification requirement: min 5 years – 5 points; more that 5 – 10 points);
  • Experience in conducting trainings, coach people and provide constructive feedback, including experience in training on UPR (minimum qualification requirement: 15 points);
  • Experience in developing and/or reviewing country reports under UPR (minimum qualification requirement: 10 points);
  • Experience in developing training materials and guidelines (minimum qualification requirement: 5 points);
  • Candidates with an academic background and/or working experience in the UN Human Rights Bodies will be given preference.

Language Requirements: 

  • Excellent English skills (both written and verbal).
